Infrastructure ■ Engineering ■ Planning ■ Construction 701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 554 <br />Tei: 763 5414800 <br />Fax: 763 541.1700 <br />November 16, 2009 <br />The Honorable Mayor, City Council and Staff <br />c/o Michael Mornson <br />City of St. Anthony Village <br />3301 Silver Lake Road NE <br />Minneapolis, MN 55418-1603 <br />Re: 2010 Street and Utility Improvement Project <br />St. Anthony Village, MN <br />WSB Project No. 1626-46 <br />Dear Honorable Mayor, City Council, and Staff: <br />This letter is intended to provide you with an update on the 2010 Street and Utility project schedule and a <br />continuation of the cul-de-sac and sidewalk alternatives discussed at the October 27°i Council Meeting. <br />Staff is seeking direction from the City Council as to your desires to amend the recommended alternatives <br />for construction as contained in the 2010 Street and Utility Feasibility Study. The Council previously <br />approved this Feasibility Study on August 11, 2009. <br />Should the Council desire to include a cul-de-dac alternative or move the sidewalk to the north side of <br />Silver Lane, we recommend the Feasibility Study be updated to include these alternatives. This will be <br />necessary to secure additional right of way and funding through the 429 funding process <br />Should the Council desire to move ahead with a Cul-de-sac(s) option, the following issues will need to be <br />resolved: <br />New Brighton will need to approve the Cul -de -Sac as this is a common shared roadway. <br />2. Silver Lane will need to be delisted from the MSAS system. <br />3. The project will require acquisition of additional properly. This will be a significant cost to <br />the project and may have some difficult legal issues to prove public purpose. <br />4. The increase to project costs for land acquisition will make it very difficult to reach if not <br />impossible to achieve the required 20% assessable portion of the project for the 429 funding <br />process. Additional funding mechanisms will be required from both St. Anthony and New <br />Brighton. <br />Due to these issues it is the staff's recommendation to proceed with the final design of Silver Lane as <br />presented and approved in the Feasibility Study. Should the Council desire to proceed with the plans as <br />presented; the Council may motion to continue with the final design without the cul-de-sac option and <br />with the sidewalk to be located on the South side of Silver Lane. This will not require any revisions to <br />the 2010 Street and Utility Feasibility Study. <br />By way of additional project updates; attached for your consideration is A Resolution Authorizing the <br />Request for a Variance to State Aid Operation Rules. The operation rules state that horizontal curves <br />must meet a minimum design speed of 30 mph; unfortunately, given the existing road right-of-way on the <br />project, meeting the curve requirement is not feasible.
