City Council Regular Meeting Minutes <br />November 24, 2009 <br />Page 4 <br />Mayor Faust commented that the project as proposed, with the narrowing of the road, will likely <br />accomplish what is desired with traffic, without blocking off a street. He noted there will not be a <br />risk to the City due to the federal standards that will be followed. <br />Motion by Councilmember Roth, seconded by Councilmember Thuesen, to approve Resolution <br />09-088; Requesting a Variance from the Minnesota Department of Transportation from <br />Minnesota Rules 8820.9936 Geometric Design Standards and to Indemnify the State of <br />Minnesota in Connection with the Variance for the Reconstruction of Silver Lane. <br />10 Motion carried unanimously. <br />11 <br />12 Mr. Hubmer reviewed the 2010 Street and Utility Improvement Project schedule. <br />13 <br />14 C. Consider Ordinance 2009-006; Amending Water Rates in Section 33 of the St Anthony <br />15 City Code (final reading <br />16 <br />17 City Manager Morrison provided an overview of Ordinance 09-006 and reviewed the tiered <br />18 water rates included in the proposed ordinance. <br />19 <br />20 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve the final <br />21 reading and adopt Ordinance 09-006; Amending Water Rates in Section 33 of the St. Anthony <br />22 City Code. <br />23 <br />24 Motion carried unanimously. <br />25 <br />26 D. Consider Ordinance 09-007; Amending Sewer Rates in Section 33 of the St. Anthony <br />27 City Code (final reading <br />28 <br />29 City Manager Morrison provided an overview of Ordinance 09-007 and outlined the impact of <br />30 the proposed rate of $3.50 per 1,000 gallons on residential users. <br />31 <br />32 Motion by Councilmember Roth, seconded by Councilmember Stille, to approve the final <br />33 reading and adopt Ordinance 09-007; Amending Sewer Rates in Section 33 of the St. Anthony <br />34 City Code. <br />35 <br />36 Motion carried unanimously. <br />37 <br />38 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />39 <br />40 City Manager Morrison reported on the following: <br />41 • The December 8, 2009 City Council meeting will be the last Council meeting of 2009. <br />42 • Applications for the Planning and Park Commissions closed on Friday, last week. Five <br />43 candidates applied for three open positions on the Planning Commission. The two Park <br />44 Commissioners up for reappointment applied for the two vacant Park Commission <br />45 positions with no other applicants. <br />0 <br />
