21 <br />City Portion of Property Taxes: <br />In 2010, the average homeowner with a valuation of $238,000 will pay $1,234.81 in <br />"City Taxes." A breakdown of the payment includes: <br />1) General Operating Budget $ 777.34 <br />2) Roads $ 328.94 <br />3) Public Facilities $ 106.42 <br />4) Tax Abatement (Central/Emerald) $ 20.13 <br />5) PERA Rate Increase $ 1.98 <br />Total City Taxes $1,234.81 <br />Summary: <br />1) Proposed 2010 General Operating Budget totals $5,283,400. <br />2) No increase in General Fund Levy. <br />3) 0% increase in salaries for 2010. <br />4) Health Insurance premiums: <br />a. Employer family health insurance contribution increased <br />by $100.00 per month. <br />5) 2010 proposed Capital Equipment Budget = $313,200 <br />a. Reduced $86,800 from previous years. <br />6) City will continue to transfer $400,000 from Liquor Operations profits: <br />a. General Fund - $291,800 <br />b. Capital Equipment Fund - $108,200. <br />7) Road levy increased by $186,818. <br />Recommendation: <br />1) Council approves Resolution #09-092 setting the proposed 2010 general operating <br />budget and property tax. <br />
