REPORTS FROM COMMISSION AND STAFF. <br />A. Public Works Annual Report. Jay Hartman, Public Works Director, presenting. <br />Public Works Director Hartman presented the 2009 Public Works Annual Report. The report <br />focused on the following information: <br />• Public Works Divisions: <br />o Street Division, Parks Division, Utility Division, Vehicle Maintenance Division, City <br />Buildings <br />• 2009 Accomplishments <br />o Departmental <br />o City Wide Projects <br />• 2010 Scheduled Projects <br />• 2010 and Beyond <br />• 2010 Upcoming Events <br />Public Works Director Hartman answered questions of the City Council on the 2009 Public <br />Works Annual Report in regards to service leaks, the decrease in the amount of water main <br />repairs, and the 4.73% water loss city wide. Public Works Director Hartman explained that the <br />recently implemented snow removal parking restrictions did not have a large impact on plowing <br />operations. There are 24 miles of road in the City cleared with snow events. This plowing is <br />accomplished in 6 %2 hours with six inch snowfall events. He informed that there are currently <br />five pieces of equipment used for plowing, with one single axle truck scheduled for replacement <br />in the next five years. <br />Public Works Director Hartman explained that the ice rink was not open at Emerald Park this <br />past season due to the necessary time for the new turf to be established. In the future there will <br />be both hockey and recreational skating provided at the park. He stated that the utilities <br />throughout the City have been added to the GIS system that was purchased approximately two <br />years ago. <br />Mayor Faust thanked Public Works Director Hartman and the Public Works Department for their <br />hard work. <br />B. Finance Annual Report. Roger Larson, Finance Director, presenting <br />Finance Director Larson presented the 2009 Finance Annual Report. The report focused on the <br />following information: <br />• Finance Department Staff <br />• Long Range Planning <br />• City Buildings <br />• Capital Equipment <br />• Infrastructure <br />• 2009 - Total Operations Budget <br />o General Operating Budget <br />o Mid -Year Restructure of 2009 General Operating Budget <br />2 <br />
