Mornson, City Manager <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: July 27, 2010 <br />Subject: 3701 Stinson Boulevard — Conditional Use Permit (CUP) Request for a Drive -Through <br />Facility in a Permitted Use {City Code 152.122 (B)} <br />Requested Action: Public Hearing for Conditional Use Permit Request for a Drive - <br />Through Facility in a Permitted Use {City Code 152.122, (B)} <br />Date Application Received: June 22, 2010 <br />Property Address: 3701 Stinson Boulevard <br />Zoning District: Commercial <br />60 -Day Expires: August 20, 2010 <br />Waiver Letter Required: Yes_ Date Sent: _ No X <br />Future Action: Public Hearing for CUP with the Planning Commission <br />Background: Mr. Terry Abney of Abney Development Services, Inc., consultant and construction <br />manager for International House of Pancakes restaurants applied for a condition use permit allowing the <br />addition of a drive-through window to the existing Bakers Square building. Mr. Abney advised Staff that <br />the drive-through facility would only be for the ordering of coffee, smootbies, pastries and some take-out <br />orders. lie reported that this is a new idea for IHOP and it is being proposed for the St. Anthony site <br />because the existing restaurant building has a smaller seating capacity. There would be a small menu board <br />next to the window for beverages and pastries. He also indicated that the take-out orders would have to be <br />called in, similarly to the "Carside to Go' concept of another restaurant chain. <br />Communications: Staff has received no phone calls or emails in opposition to the drive-through <br />proposal. <br />Action: The Planning Commission voted unanimously to recommend approval of the conditional use <br />permit (CUP) request for a Drive -Through Facility in a Permitted Use (City Code 152.122, (B)} at 3701 <br />Stinson Boulevard. <br />Attachments: <br />• Resolution'LO-053; Approving a Conditional Use Permit for a Drive-Thru in a Permitted Use for the <br />property located at 3701 Stinson Boulevard. <br />staff report II -101) Drive Thru CUP <br />
