Resolution 10-046: Authorizing a Study Regarding Regulation of Pipe and Tobacco <br />Shops• <br />City Attorney Gilligan reviewed the proposed resolution to authorize a study regarding the <br />regulation of pipe and tobacco shops. He explained that staff has received a number of inquiries <br />from pipe and tobacco shops looking to locate in the City. Staff is proposing to study whether to <br />impose additional regulations on these businesses which are currently able to allow smoking on- <br />site to test the product being sold. <br />Councilmember Gray asked how other cities have addressed this issue. City Manager Mornson <br />replied that the City of Columbia Heights put a moratorium in place due to the number of <br />request, and then changed the ordinance to limit the number of shops to five in the City. He <br />indicated that staff has discussed prohibiting smoking in the stores and/or limiting the number of <br />shops. <br />City Attorney Gilligan stated staff has not surveyed other cities on this topic yet. <br />COUncilmember Stille clarified that this is an internal, staff driven study. <br />Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 10- <br />046; Authorizing a Study Regarding Regulation of Pipe and Tobacco Shops. <br />Motion carried unanimously. <br />39 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />40 <br />41 City Manager Morrison reported on the following: <br />42 • The regular City Council meeting scheduled for July 13, 2010 is not needed if Council <br />43 chooses to cancel the meeting. <br />44 • The Greater Metropolitan Housing meeting was held June 15, 2010. There will be a <br />45 greater promotion of these products on the city website, Channel 16, and the city <br />46 newsletter. <br />
