Morrison, City Manager <br />From: Kim Moore -Sykes, Assistant City Manager 0J <br />J <br />Date: August 10, 2010 <br />Subject: City Participation in the Local Housing Incentives Account Program under the Metropolitan <br />Livable Communities Act. <br />Background: Since 1996, the City of St. Anthony has voluntarily elected to participate in the Metropolitan <br />Livable Communities Act - Local Housing Incentives Account (LCM - LHIA). The City's participation has <br />provided opportunities for the City to be eligible to compete for LHIA grants and loans to support the <br />City's efforts in meeting its ongoing affordable and life -cycle housing goals. <br />The City of St. Anthony is again being asked by the Metropolitan Council to continue its participation in the <br />Livable Communities Act, thereby preserving the City's future funding eligibility. As such, the City is <br />being asked to pass a resolution to continue it's participation for another ten (10) years, through the <br />calendar year of 2020. <br />Additionally, if the City agrees to continue it's participation with the Metropolitan Council's LCA - LHIA, <br />the City must develop a Housing Action Plan that outlines the steps the City will take to meet its LCA goals <br />by December 1, 2010. Much of this housing plan already exists as a part of the City's Comprehensive Plan <br />Update completed and submitted to the Metropolitan Council in 2009.
