REPORTS FROM COMMISSION AND STAFF. <br />9 <br />10 None. <br />11 <br />12 VI. GENERAL BUSINESS OF COUNCIL. <br />13 <br />14 A. Resolution 10-064; Supporting the St Anthony -New Brighton School District #282 <br />15 Community Services Recreational Programs for 2011-2012. Wendy Webster, ISD #282 <br />16 Community Services Director, presenting. <br />17 <br />18 Mr. Morrison reviewed the resolution with the Council and indicated that this is a renewal of the <br />19 agreement between TSD #282 and the City for the operation of recreational programs. He <br />20 advised that an Advisory Council has been in place to provide direction to Community Services <br />21 and Councilmember Jenson serves on the Advisory Council as the Council representative. He <br />22 stated that Community Services will continue to be responsible for administering the program <br />23 and the City will pay $52,175 per year starting January 1, 2011 through December 31, 2012. He <br />24 then introduced Wendy Webster, Community Services Director. <br />25 <br />26 Ms. Webster provided an overview of the Community Services program and explained that <br />27 Community Services falls under the direction of the St. Anthony/New Brighton School District <br />28 School Board and these programs exist in every school district in the State. She indicated that <br />29 the Community Services philosophy embraces three primary beliefs: that education is a lifelong <br />30 process, that the program allows citizen involvement by recognizing the fact that everyone in the <br />31 community shares responsibility for the mission of educating all members in the community, and <br />32 that citizens have the right and responsibility of determining needs and identifying community <br />33 needs and resources; all of this is accomplished by the work provided by the advisory councils <br />34 and through the partnership with the City. She added that Community Services is able to provide <br />35 space and coordinate opportunities for residents to make St. Anthony a progressive and livable <br />36 community. She discussed the funding for Community Services, and indicated that 73% of their <br />37 budget comes from program fees and the money from the City accounts for 5% of their budget. <br />38 She outlined the various programs, including early childhood, school-age programs, middle and <br />39 high school programs, aquatics and facility use, adult programming, and senior citizen programs. <br />40 She also discussed the facility improvements made to the restrooms at the community center. <br />41 She stated that the City's partnership with and investment in Community Services benefits the <br />42 entire community and aligns with the City's mission. <br />43 <br />44 Councilmember Stille requested further information regarding the staffing for Community <br />45 Services. H.e also requested information regarding coordination of the use of the gym. <br />46 <br />2 <br />
