41 <br />ST. ANTHONY VILLAGE SOFTBALL, SOCCER & ATHLETIC FIELD <br />IMPROVEMENTS <br />PURPOSE <br />The purpose of this grant request is to increase access and use to the Stadium <br />Athletic Complex through an environmentally prudent lighting improvement to St. <br />Anthony Village's Central Park and safety fencing, to improve a Softball Field facility <br />used by young women to an equivalent of the quality of those on nearby baseball fields <br />by adding fences from backstop to outfield and inserting drain the which will drain <br />water from the south -end ballfields of the park, to renovate underutilized green space <br />to improve access to growing youth soccer activities <br />PROIECT BACKGROUND AND PLAN <br />This Project is intended to provide lighting and capital improvements to the Stadium <br />Athletic Complex located in Central Park of St. Anthony Village, fenceline and drainage <br />improvements to the ballfields in the Park, and to reorient underutilized space at <br />nearby Wilshire Park Elementary so as to create a new soccer facility. <br />Central Park is a recreational open space shared jointly by the City of St. Anthony and <br />Independent School District #282. The St. Anthony Community Center is located on the <br />West end of the Park, together with the Police Department and the City's Water Utility, <br />makes up the half of the Park owned by the City. St. Anthony Village High School and <br />St. Anthony Middle School are located on the South End of the Park, on the half of the <br />land owned by the School District. Wilshire Park Elementary is a recreational open <br />space located near Central Park, and is owned entirely by Independent School District <br />#282, and an elementary school building occupies the north end of the property, which <br />is otherwise surrounded by residential homes. <br />HISTORICAL BACKGROUND <br />As the City of St. Anthony was developed from a Township to a first -ring suburb of <br />Minneapolis, the land now known as Central Park was a swamp with poor soil that, for <br />a time, was also used as a dump and refuse pile. This means much of the Park has poor <br />soil and any permanent construction requires significant foundation work in order to <br />maintain structural integrity. <br />25 <br />
