43 <br />arrangement has worked successfully for over 30 years, and should be considered an <br />example of a successful cooperative management arrangement that will continue. <br />DEMOGRAPHICS <br />The City of St. Anthony has approximately 8,500 residents, of which almost one-fifth <br />are under the age of 18. However, TSD #282, serving approximately 1,700 students, <br />receives 45% of its student body from open enrollment, with the substantial majority of <br />those open enrollees living in Northeast Minneapolis. These open enrollees often <br />participate in St. Anthony's organized athletic programs despite not living within the <br />confines of the City or the School District. <br />Mirroring the demographics of the Twin Cities, ISD #282 serves an increasingly diverse <br />population. Currently, 23% of St. Anthony Village High School students are minority <br />races, and approximately 23% of St. Anthony Village High School students receive free <br />and reduced price lunch. TSD #282 is proudly a member of the Choice Is Yours <br />program, which embraces a substantial number of minority students from other areas <br />of Minneapolis and their inclusion in Youth, Middle School and High School activities. <br />These numbers are consistent throughout ISD #282 and youth athletic activities, where <br />up to one-quarter of the youth athletic participants have diverse etlulicities. <br />c; <br />YOUTH ATHLETICS <br />Programming for youth athletics in the City of St. Anthony is served entirely by <br />volunteer organizations. The City of St. Anthony does not have a recreational sports <br />department and does not provide any programming on their behalf. ISD #282 provides <br />programming for High School Varsity and Junior Varsity athletics, together with <br />limited opportunities for middle school athletics, Volunteer organizations fill in to <br />serve the remaining elementary and middle school athletics. Similar to the <br />composition of ISD #282, approximately 50% of the youth served by these volunteer <br />organizations live outside of St. Anthony, with the majority of these non-residents <br />served living in Northeast Minneapolis. <br />Each spring -through -fall season, there are over 2,200 youth participants playing on <br />baseball, softball, football and soccer teams in St. Anthony, and over 1,000 of these <br />youth participants play on football and soccer teams alone. Approximately 10% of the <br />Sports Booster's youth participants play on softball teams, which is a female -only <br />27 <br />
