<br />1.1 Executive Summary
<br />Mission: To identify measures that will prevent loss of life and damage to property while reduc-
<br />ing future risks in Hennepin County.
<br />1.1.1 About the Plan
<br />The Hennepin County Multi -Jurisdictional All -Hazards Mitigation Plan is a guide for all com-
<br />munities that have participated in the preparation of this plan. The municipalities that partici-
<br />pated in the development of this plan include: Bloomington, Brooklyn Center, Brooklyn Park,
<br />Champlin, Corcoran, Crystal, Dayton, Deephaven, Eden Prairie, Edina, Excelsior, Golden Val-
<br />ley, Greenfield, Greenwood, Hanover, Hopkins, Independence, Long Lake, Loretto, Maple
<br />Grove, Maple Plain, Medicine Lake, Medina, Minneapolis, Minnetonka, Minnetonka Beach,
<br />Minnetrista, Mound, New Hope, Orono, Osseo, Plymouth, Richfield, Robbinsdale, Rogers,
<br />Shorewood, Spring Park, St. Anthony, St. Bonifacius, St. Louis Park, Tonka Bay, Wayzata and
<br />Woodland. The plan fulfills the requirements of the Federal Disaster Mitigation Act (DMA
<br />2000) as administered by the Minnesota Department of Homeland Security and Emergency
<br />Management (HSF,M) and the Federal Emergency Management Agency (FEMA).
<br />1.1.2 Scope
<br />The scope of the Hennepin County Multi -Jurisdictional All -Hazards Mitigation Plan is the mu-
<br />nicipalities and unincorporated areas within Hennepin County. The plan addressed all hazards
<br />deemed to threaten property and persons within the county. Both short and long-term mitiga-
<br />tion strategies are addressed, implementation tasks assigned, and funding alternatives identified.
<br />1.1.3 Authority
<br />Section 409 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public
<br />Law 93-288, as amended), Title 44 CFR, as amended by Section 102 of the Disaster Mitigation
<br />Act of 2000, provides the framework for state and local governments to evaluate and mitigate
<br />all natural hazards as a condition for receiving Federal disaster assistance. A major requirement
<br />of the law is the development of a local natural hazard mitigation plan.
<br />1.1.4 Funding
<br />The Minnesota Department of I-lomeland Security and Emergency Management awarded a
<br />$109,875 Pre -Disaster Mitigation Grant to Hennepin County for the preparation of this plan in
<br />November of 2009.
<br />1.1.5 Purpose
<br />Hazard mitigation is any action taken to permanently reduce or eliminate long -tern risks to
<br />people and their property from the effects of hazards. Natural hazards come in many forms in-
<br />cluding: tornadoes, floods, severe storms, drought, earthquakes, winter storms, or dam failures
<br />resulting from natural disaster crises. Communities can take steps to prepare and implement
