City Council Regular Meeting Minutes <br />May 24, 2011 <br />Page 3 <br />Mayor Faust stated that the one of the charges of the Regional Council of Mayors is to provide <br />some transparency among communities, e.g., regulation and permitting fees, and the adoption of <br />this fee schedule will enhance the goal of making the Twin Cities a competitive region. <br />5 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the First <br />6 Reading of Ordinance 2011-03; Amending the Building Permit Fees as stated in the Minnesota <br />7 State Statute 326B.153. <br />8 <br />9 Councilmember Stille suggested that the City Council consider waiving the second and/or third <br />10 reading since the proposed amendment is not controversial. <br />11 <br />12 Mayor Faust suggested that the words "as stated in Minnesota State Statute 326B.153" be <br />13 deleted from the title of the Ordinance because the statute may change in the future and the City <br />14 Council should retain its authority to amend the fee schedule. He requested that the City <br />15 Manager review this revision prior to the second reading of the Ordinance. <br />16 <br />17 Motion carried unanimously. <br />18 <br />19 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />20 <br />21 City Manager Morrison reported on the following: <br />22 • The League and City Attorney have been asked for advice on how to proceed with the <br />23 recent changes to the variance law and the changes will be discussed with the City <br />24 Council and Planning Commission in the near future <br />25 • Staff is working with Ehlers to update the City's key financial strategies for presentation <br />26 to the City Council later this summer <br />27 • May 18 - meeting with Lauderdale staff regarding potential municipal liquor store <br />28 • May 19 — Regional Council of Mayors meeting to discuss ULI <br />29 • May 23 - St. Paul Chamber meeting panel discussion on "State of the Suburbs" in <br />30 Ramsey County <br />31 • MWMO grant for overseeder in the amount of $5,972 <br />32 • Bike Rack Grant in the amount of $2,700 from Bike Walk Twin Cities Program to install <br />33 18 bike racks throughout the City <br />34 • GMAC seminar with Wendy Webster regarding the rebate and loan programs <br />35 • The City was notified that it is one of seven cities that will be awarded a Step 2 <br />36 GreenStep Cities award by the Minnesota Pollution Control Agency <br />37 • May 24 — tour and presentation to the Pollution Control Agency and DNR stormwater <br />38 staff regarding the City's water reuse facility. He stated that the PCA is developing a <br />39 manual on water reuse facilities and the City we will be identified in this manual <br />40 • Recited email from resident thanking staff for the beautiful, clean park facilities. <br />41 <br />42 Mayor Faust extended the City Council's thanks to staff for their work on the GreenStep Cities <br />43 program and the Step 2 award. <br />44 <br />45 Councilmember Stille: No report. <br />46 <br />3 <br />
