He requested that the City consider lowering the water level on Mirror Lake <br />to alleviate the flooding at 3901 Foss Road which has been going on for many years, or to at <br />least consider lowering the level until the street construction is done in the area. He felt that the <br />design of the water drainage in the complex is wrong and has caused a lot of issues for owners <br />and tenants. He also felt there may be a design problem with the lift station in front of his <br />building, adding that he has seen quite a bit of work being done to it by private entities and the <br />City. He stated that he has heard that the water whirlpools in the lift station, causing it to <br />malfunction. He expressed concern that the road was not able to handle the water when it is a <br />brand new road and people were assessed a lot of money and there has never been a flooding <br />issue prior to this. <br />Mayor Faust stated that the amount of rain that happened on July 10" has not been seen before <br />and there was just no place for the water to go. He added that the City Engineer has advised that <br />the flooding would have been worse without the recent road construction and lift station. He <br />mentioned that the City Engineer will be asked to review the issues raised as well as the <br />possibility of getting more bounce, similar to what was done at Silverpoint Park, to address these <br />issues. He expressed the City Council's appreciation to Mr. Roepke for his comments. <br />Ms. Mary Lynn Waterhouse, 4001 Foss Road, 4202, appeared before the City Council and stated <br />that the flooding at the Mirror Lake Manor complex on July 16°i was devastating, with all of the <br />first floor units destroyed. She indicated that the Association Board is trying to assist, not only <br />with clean-up but also with possible insurance through the Association's insurance coverage to <br />cover some of the losses. She stated that it will be expensive to redo all the common areas, <br />garages, and first floor units, and the Association has been fantastic. She also expressed her <br />gratitude to the City's Fire Department. She asked if the lift station added a water load to the <br />area and whether the drainage area has increased, and also questioned the design and engineering <br />of the lift station because there seems to be a lot more water flowing in the area. She also asked <br />if there was any way to lower Minor Lake during times when it is getting really high. She asked <br />where she should submit questions regarding the lift station and drainage and also asked how the <br />information in the questionnaire on the City's website would be used. She invited the City <br />Council to attend the Association's upcoming Board meeting. <br />Mayor Faust requested that the City Engineer or Public Works Director respond to the questions <br />raised by Ms. Waterhouse. <br />City Manager Momson stated that Ramsey County is looking to declare the July I6°i rain event <br />as an emergency declaration from the Federal government, so the information obtained on the <br />questionnaire is required by Ramsey County to obtain potential funding. <br />Mayor Faust extended the City's Council's sincere heartfelt sympathies to those affected by the <br />recent flooding. <br />0 <br />
