01 J <br />STAFF REPORT <br />To: Mayor and City Council <br />Jay Hartman, Interim City Manager <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: September 27, 2011 <br />Subject: Comprehensive Sign Plan Update Review — St. Anthony Village Shopping Center, 2900 <br />Pentagon Drive <br />Background. Greg Kozulla of Kozulla & Associates is an architect working with the group of owners of the <br />St. Anthony Shopping Center. The owners are proposing to update the look of the Center and Mr. Kozulla <br />is consulting with the owners in this project. He presented information to the Planning Commission in a <br />public hearing on September 20, 2011. There was no one in opposition to the proposal. <br />Mr. Kozulla showed a proposed color rendering of what the Shopping Center might look like, which <br />included new signs for the tenants, should they request them. He also stated the reasons that the proposed <br />updated Sign Design was increasing the allowable square footage per lineal foot of right-of-way frontage. <br />The St. Anthony Village Shopping Center received approval by the City Council in 1.989 for its Sign Plan <br />and updated it and received approval in 2003. <br />Mr. Kozulla is before the City Council with a request to approve the proposed update to the information on <br />the technical aspects of the Shopping Center's current comprehensive sign plan. The owners are plannalg <br />to renovate the facade of the stores in the Center and will give the individual tenants the opportunity to <br />install new signs, but as stated in the 2011 Comprehensive Sign Plan, the tenants will not be required to <br />install new signs. The tenants can reinstall their current signs, which are proposed to be grandfathered in <br />until the tenant wants to install a new sign. <br />The Updated Sign Plan for the Shopping Center includes the following changes: <br />• Allow storefronts to have 3 SF of sign area per lineal foot of frontage with the total signage not to <br />exceed 15% of the total wall area. <br />• Storefronts that exceed 60 feet in length can have a maximum of sign area of 300 SF of sign area <br />but shall not exceed 15% of the total wall frontage. <br />• Multiple rows of signage text shall be permitted and will be calculated individually but the total <br />SF sign area shall not exceed 3 times the total lineal tenant frontage or 15% of the total area of the <br />wall. <br />• Signage logos will be included when calculating the maximum sign area. <br />• All new tenant wall signage will be single wall mounted facing the public street. Raceway color <br />will match the color of the building background on which the raceway is mounted. Profiles, letter <br />size, font, color, etc., will require property owner approval in prior to submission to the City. <br />• Color of channels and channel letter inserts and letter font shall be determined by tenant with <br />selection open to all colors and fonts available by signage fabricators. <br />• Channel letter size will range from 24" minimum letter size to 48" maximum letter size. <br />• Owner shall have the option to operate lit signs, including pylon sign and future ground sign, <br />such that there is no hourly operation restriction and will be able to operate on a 24/7 basis. <br />C:\Docuntents and Settings\barb.sueiulocal SettingsUemporary Internet Files\Content.Outlook\F4MUOQR9\09702011 Sign Plan st anthony <br />shopping center stf rpt.doc09702011 Sign Plan st anthony shopping center stf rpt <br />
