17 May 13, 2011 Ms. Kim Moore -Sykes Saint Anthony Village 3301 St. Anthony Road St. Anthony, MN 55418 Dear Ms. Moore -Sykes: We appreciate the City of St. Anthony reviewing the conditional use permit application for Mountain of Fire Miracles Ministry in the use of the property at 2a�4-2' 28 Anthony Lane. The reason for the conditional use permit is for the church to purchase and make use of a minimally leased office/industrial building in southern St. Anthony. This is in an area of industrial/office use with some other uses that have required a conditional use, such as a daycare. The property currently has two tenants and is 26% leased. The building value has dropped by 52% from the purchase in 2005. The church is negotiating final terms of a purchase agreement which is based on receiving the Conditional Use Permit from the City of St. Anthony. The church will allow the two tenants to stay in the building, at their option, but does not plan to lease any space in the building after these tenants vacate. Mountain of Fire Miracles Ministry is a Christian Church with a national headquarters in Houston. The church would have the highest use of the property when the majority of the other businesses are closed or operating minimally. The church would use the building for Sunday services with smaller groups through the week. The church has normal attendance of 150-165 at the Sunday service. The current on site parking will handle parking for 170. The removal of 13,595 square feet of vacant space will allow the vacancy factor for the city to be favorably adjusted. The weekend use will provide activity in the area when other businesses are closed. This will be an excellent use of the building in an area bordered by industrial, retail and cemetery uses.
