STAFF REPORT
To: Mayor and City Council
Jay Hartman, Interim City Manager
From: Kim Moore -Sykes, Assistant City Manager
Date: October 25, 2011
Subject: Comprehensive Sign Plan Review — St. Anthony Shopping Center
Requested Action:
Date Application Received:
Property Address:
Zoning District:
60 -Day Expires:
Waiver Letter Required:
Future Action:
Council Approval
September 9, 2011
St. Anthony Shopping Center, 2900 Pentagon Drive
C
November 7, 2011
Yes Date Sent: No X
Background. Greg Kozulla of Kozulla & Associates, is an architect working with the owners of the St.
Anthony Shopping Center to update and renovate the look of the Center.
Mr. Kozulla is before the City Council with a request to review the proposed update to the information on
the technical aspects of the Shopping Center's current comprehensive sign plan and to pass the proposed St.
Anthony Shopping Center Sign Plan. The Planning Commission reviewed the Sign Plan at their September
20th and October 18th meetings. The Planning Commission is recommending approval with the updates and
changes that Mr. Kozulla presented on October 18, 2011.
An attached spreadsheet shows the proposed changes; the comprehensive sign plan that was adopted in
1989; and the current City Ordinance requirements for signs in the Commercial District. Mr. Kozulla has
also provided a matrix of the proposed sign area calculations for the West and North buildings.
Mr. Kozulla addressed other issues in his letter to the City dated September 8, 2011 as the result of
questions asked of him by the Planning Commissioners. The City Code requires that a commercial property
installing a parking lot today have one (1) parking space per 300 SF of gross floor area, measuring 9' by 19'.
The mill and overlay that is part of the planned renovation of the Shopping Center is being done as
maintenance of a parking lot, which has existed at the current site and mostly unchanged since construction
was completed in the 1960's. As such, the parking lot for the Shopping Center is considered grandfathered
in and is not required to conform to the City's Zoning Ordinance on Commercial Parking, which was
passed in 1976.
F:ACouncil Meetings\2011\1025201 I\Staff Sign Plan st arthony shopping center.doeStaff Sign Plan st anthony shopping center
71
