City Council Regular Meeting Minutes <br />October 25, 2011 <br />Page 7 <br />1 Planning Commissioner Jensen presented the proposed request for an amendment to the St. <br />2 Anthony Shopping Center PUD to allow for updates and renovation. Planning Commissioner <br />3 Jensen provided the staff report along with letters from the applicant. The elevations are <br />4 accurate. Planning Commissioner Jensen provided a sketch. A public hearing was held and no <br />5 one appeared to address the Commission. Planning Commissioner Jensen stated <br />the sign at Kensington was discussed and there was not a request to put it in a non -conforming <br />condition. <br />Councilmember Jenson asked exactly what are they requesting. Mr. Greg Cotulla, Cotulla & <br />Associates, appeared before the City Council on behalf of the applicant. Mr. Cotulla stated they <br />are attempting to get larger signage visible from County Road 88. They are requesting to <br />increase the size from 2 square feet to 3 square feet. <br />Mayor Faust asked about the monument. Mr. Cotulla stated they would like to consider a second <br />sign to the property, possibly a ground sign. The sign has not yet been designed and it is not the <br />owner's intent to construct one that this time. <br />Councilmember Stille asked why the owner wouldn't be putting the sign in now. Mr. Cotulla <br />stated it is not part of the current plan. <br />Councilmember Roth questioned the awning. Mr. Cotulla stated they are proposing to remove <br />the canopy and replace with an awning that provides more daylight in the retail stores. The <br />awning is more current architecturally, would be canvas, and would last approximately 10 years. <br />Councilmember Roth asked if they were permanent canvas or rolled up. Mr. Cotulla stated they <br />would be permanent. Councilmember Roth asked if the current tenants are in favor of new <br />signage. Mr. Cotulla stated the current tenants have the option of putting up new signage at that <br />time and new tenants would be required to put up a backlit sign. <br />Mayor Faust asked if streetlights along the sidewalks would be installed. Mr. Cotulla stated they <br />are currently bidding streetlights and the parking lot lights would be replaced with LED fixtures. <br />Councilmember Roth asked if the location of the pergolas was determined. Mr. Kozulla stated <br />they have presented the drawings to as many tenants as possible and none mentioned not wanting <br />a pergola in front of their store. <br />Councilmember Stille asked what made them go with the acorn streetlights rather than the domus <br />style. Mr. Kozulla answered it was the architectural preference. <br />Mayor Faust referred to the monument proposed for the future and indicated he is somewhat <br />resistant, not knowing what it would be. Mr. Kozulla stated the monument would need to <br />comply with the zoning code. Mayor Faust expressed concern related to sight lines and because <br />a large sign may impede sight at the intersection. <br />7 <br />
