CONSENT AGENDA. <br />A. Consider October 25, 2011, Council meeting minutes; <br />B. Consider licenses and permits; <br />C. Consider payment of claims; and <br />D. Consider Amending Resolution 1 1-069• Approve a Request to Keep Four (4) Female <br />Chickens in an R -I Zoning District. <br />Mayor Faust pointed out that Resolution 11-069 amends the previous Resolution approved by <br />the City Council which approved the keeping of three female chickens and the Resolution should <br />have allowed for the keeping of four female chickens. <br />Motion by Councilmember Gray, seconded by Councilmember Stille, to approve the Consent <br />Agenda items. <br />Motion carried unanimously. <br />IV. PUBLIC HEARING. <br />A. Resolution 11-070; Giving Preliminary pproval to the Issuance of General Obligation <br />Capital Improvement Plan Bonds in an Amount Not to Exceed $4,000,000 and Adopting <br />the City of St. Anthony, Minnesota, Capital Improvement Plan for the Years 2011 <br />through 2015. <br />Mayor Faust opened the public hearing at 8:15 p.m. and introduced Ms. Stacie Kvilvang from <br />Ehlers & Associates. <br />Ms. Kvilvang explained that this Resolution will allow the City to refund its existing 2003 lease <br />revenue bonds and issue up to $4 million in GO bonds. She stated that the City's Capital <br />Improvement Plan (CIP) outlines the City's reasons for this financing and the reasons for <br />switching from lease revenue to GO bonds. She indicated that it makes sense to refund the <br />bonds because of declining interest rates and the City's amoral savings is estimated to be <br />approximately $13,000 per year for the duration of the bond issue, or ten years. <br />Mayor Faust indicated that the adoption of the Capital Improvement Plan will provide the City <br />with the authorization needed to refinance to a lower interest rate. <br />3 <br />
