16 <br />November 7, 2012 <br />Page 2 <br />The City Council unanimously adopted the study and endorsed "Option 3" at its .lune 12, 2012 meeting. <br />Ordinance language was then drafted by staff, and was brought back for a discussion before the Planning <br />Commission at their regular meeting on July 17, 2012. A final draft ordinance was created and sent to the <br />City's attorney for review and comment. <br />Since that time, staff has worked with the City's attorney to develop the proposed changes, which were <br />reviewed by the Planning Commission for a final time at a Special Work Session Meeting on October 22, <br />2012. <br />This meeting will be used to review and consider the proposed changes as outlined below, for adoption <br />into the zoning Code. <br />PROPOSED CHANGES <br />There are several areas within the City Code where changes are needed to implement "Option 3". This <br />section of the report highlights recommended changes within the different sections of the City Code, <br />I. Title XV, Chapter 152, Section 152.008 (Definitions) <br />The following terms currently do not have a definition in the Zoning Code and should be defined: <br />religious institution, assembly, and club or lodge. The definitions below use the recommended <br />language fa- inclusion in the Zoning Code. <br />ASSEMBLY A company cfpersons gathered,far deliheration acrd IegiSlation, worship, or <br />enterlohnnent. Title XV, Chapter 152, Section 152.037 (Permitted Conditional Uses R -I Single Family <br />District) <br />Because most (with the exception of the R -I A District) of the residential districts allow <br />"churches" as a permitted conditional use, the language used in the specific district needs to be <br />modified to match the term(s) used in the definitions section as noted above (Title XV, Chapter <br />152, Section 152.008). <br />The text below is the existing language in the City Code: <br />Within an R -I District, the following uses are permitted only if a conditional use permit has <br />been issued for that use by the City C011nell: <br />(A) Churches, temples, or synagogues and their supporting homes, convents, or rectories; <br />
