57 <br />MEMORANDUM <br />DATE: December 11, 2012 <br />TO: Honorable Mayor and City Council <br />Mark Casey, City Manager <br />FROM: Shelly Rueckert, Finance Director <br />ITEM: GENERAL FUND BUDGET/LEVY <br />At the March 12t", April 16`", May 7`", and August 6°' work sessions, the City Council and Staff <br />reviewed the 2013 General Operating and Capital Equipment Budgets. Additionally, public <br />meetings were held April 24"" August 28"i and September 11 "' for public input on the budget <br />process. <br />Based on this process with the Council, Staff has presented 2013 levies totaling $5,426,789. <br />This represents a $203,700 dollar or a 3.9% percent increase from 2012 levies. The parameters <br />for preparing the underlying budgets included: <br />1) Revenues are budgeted using current trends for variable revenue sources and <br />conservative estimates for stable revenue sources. Expenses are budgeted at amounts <br />that will maintain present level of City services. <br />2) Salaries and Health Insurance adjustments are included as follows: <br />a. Police and Non -Union wages 2% wage adjustments, negotiations with Fire <br />and Public Works labor unions are in progress. <br />b.
