He indicated the City is operating under a process called adaptive management, <br />which is a pollution control standard, and felt that the City's current efforts will help the City <br />achieve its goals. fie added that the measures currently in place should perform and the City <br />should not need extra credit; however, if the City does not achieve its goals, then the City will <br />need to evaluate what it has done and find new ways to reduce pollutants. <br />Mayor Faust asked if the MWMO has been approached to provide assistance for this project. <br />City Engineer Hubmer replied they are looking for other financial partners, including MWMO. <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution <br />11-082; Accepting and Approving the Grant Agreement between the City of St. Anthony Village <br />and the Rice Creek Watershed District for Construction of the Central Park Biofiltration System. <br />Motion carried 4-0. <br />D. Resolution 11-083; Appointing the Mim?esota Department of Trans ou nation to Act as the <br />City's Agent in Acceptine Federal Aid 'Codd Hubmer. WSB & Associates, presenti <br />City Engineer Hubmer explained that this is a housekeeping item and appoints Mn/DOT to act as <br />the City's agent in accepting Federal aid. <br />Councilmember Stille asked if the agreement is simply a pass through agreement. <br />City Engineer I-hrbmer replied in the affirmative and advised that the State insures that the City <br />meets all Federal reporting requirements. <br />Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 11- <br />083; Appointing the Minnesota Department of Transportation to Act as the City's Agent in <br />Accepting Federal Aid. <br />City Engineer IIubmer reported that the installation of the LED stop sign at Crestview and 29°i <br />Avenue will be operational within one week. He stated that the stop sign is radio activated and <br />should improve safety in that location. He advised that the City was notified last week that it <br />received an award of $10,000 from the Operational Research Assistance Program (OPERA) to <br />study LED lighting in pavement. He stated that mid -block LED crossings will be installed at <br />30' Avenue and Silver Lake Road and also near Pahl and Kenzie Terrace. He indicated that a <br />Capstone study at the University of Minnesota will be done on the installation of these LED <br />crossings both before and after installation to evaluate the effectiveness of these systems. <br />Mayor Faust commended City Engineer Hubmer for his efforts in securing financial assistance <br />for this project. <br />
