He stated <br />the policy provides that users cannot use their personal computers for remote access and their <br />VPN access must be managed by a City -owned computer in order to ensure the server is not <br />compromised. He stated the policy also allows the City to terminate remote access for violation <br />of the policy. I -Ie indicated users cannot be on the server for more than 12 hours at a time and <br />outside vendors are required to follow the policies and procedures outlined in the Policy. He <br />also explained that the Post Issuance Debt Compliance Policy was prepared due to an IRS <br />regulation requiring cities to formally adopt a policy and to state that the policy is in place. He <br />added the City currently has a post issuance debt compliance policy in place and the written <br />policy acknowledges the existence of this policy <br />Motion by Councilmember Roth, seconded by Councilmember Gray, to approve the Consent <br />Agenda items. <br />Motion carried 4-0. <br />IV. PUBLIC HEARING. <br />None. <br />V. REPORTS FROM COMMISSION AND STAFF. <br />None. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. GreenStep Presentation by University of Minnesota Sustainability Minor Students. <br />City Manager Casey advised that staff has been working with students in the University of <br />Minnesota Sustainability Minor class on the GreenStep Cities Program and it has been a great <br />experience for both City staff and the students. He stated this work has required a minimal <br />investment by the City which has been beneficial to both the students and the City and there are <br />plans to continue this type of effort in the future. <br />Mr. Evan Harris thanked the City Council for allowing them to present their work. Ile stated <br />that their studies focused on the Minnesota GreenStep Cities framework to help cities achieve <br />their sustainability goals through implementation of 28 best practices. He explained the best <br />practices are sorted into five categories, including buildings and lighting, land use, <br />transportation, environmental management, and economic and community development, and <br />these best practices are divided into action steps for a city to complete in order to receive <br />
