13 <br />MEMORANDUM <br />DATE: September 11, 2012 <br />TO: City Council <br />FROM: Mark Casey, City Manager <br />Shelly Rueekert, Finance Director <br />ITEM: GENERAL FUND BUDGET/LEVY <br />At the March 12°i, April 16"', May 7"', and August 6°' work sessions, the City Council and Staff <br />reviewed the 2013 General Operating and Capital Equipment Budgets. Additionally, a public <br />meeting was held April 24°i for public input on the budget process. <br />Based on discussions with the Council, Staff has prepared a proposed 2013 General Operating <br />Budget. This represents a $203,700 dollar or a 3.9% percent increase from 2012. The <br />parameters for preparing the budget included: <br />1) Revenues are budgeted using current trends for variable revenue sources and <br />conservative estimates for stable revenue sources. Expenses are budgeted at amounts <br />that will maintain present level of City services. <br />2) Salaries and Health Insurance adjustments are pending based on negotiations with <br />Public Works and Fire labor unions. <br />3) Road levy increase includes debt service requirements for prior year's street projects. <br />The 2013 General Operating Levy totals $3,098,343, which represents a $53,177 dollar increase <br />or 1.75% percent increase. <br />A review of the proposed 2013 total levy is as follows: <br />The proposed 2013 Capital Equipment Budget totals $299,100.
