31 <br />CITY OF SAINT ANTHONY VILLAGE <br />ORDINANCE NO. 2012-07 <br />AN ORDINANCE ADDING CHAPTER 150.020 ELECTRICAL REQUIREMENTS <br />AND CHAPTER 33.061 FEE NUMBER 20 OF THE CITY CODE <br />The City Council of the City of Saint Anthony ordains as follows: <br />ELECTRICAL REQUIREMENTS. <br />150.020 APPLICATION OF CHAPTER. <br />The provision of this section shall apply to all electrical installations in any construction, remodeling, <br />replacement, or repair within or on public or private buildings and premises, except as specially <br />provided by this Chapter and by Minnesota Statutes. The City of St. Anthony elects to provide for <br />inspection of electrical installations within its jurisdiction as authorized by Minnesota Statutes <br />326B.103, Subd. 2. <br />150.021 ELECTRICAL INSPECTOR - QUALIFICATIONS AND APPOINTMENT <br />There is hereby created the office of Electrical Inspector. The person chosen to fill the office of <br />Electrical Inspector shall be of good moral character, shall be possessed of such executive ability as is <br />requisite for the performance of his duties, and shall hold a license as a master or journeyman <br />electrician under Minnesota Statutes, Section 326B.31, Subd. 8 or 9. In accordance with Minnesota <br />Statutes 326B. Subd. 3, the Inspector shall give a bond in the amount of $1,000.00 conditioned upon <br />the faithful performance of his or her duties. The Electrical Inspector shall receive as compensation, a <br />sum equal to seventy-five percent (75%) of electrical permit fees. <br />150.022 ELECTRICAL PERMITS <br />No electrical installation in any construction, remodeling, replacement or repair, except minor repair <br />work as defined in Chapter 3800.3500, Subp.10 of the Minnesota Rules shall be made without first <br />securing a permit therefore. <br />Permits shall be granted only to properly licensed electrical contractors who are registered and <br />bonded by the State of Minnesota, except that such permit may be granted to a bona fide owner of a <br />single family residential property, who intends to conduct such work on his/her said property and <br />further who demonstrates to the satisfaction of the Electrical Inspector that he/she has sufficient <br />knowledge to perform the required work. <br />150.023 PENALTIES <br />Any violation of this Chapter, including a failure to file a permit when required, shall be a <br />misdemeanor violation subject to all penal provisions of this Code and the State Electrical Act. Any <br />person who shall commence work of any kind for which a permit is required under the provisions of <br />this Code without having first received the necessary permit therefore, shall, when subsequently <br />receiving such permit, be required to pay double the fees provided in this Code. <br />150.024 ADOPTION OF STATE BOARD OF ELECTRICITY RULES AND REGULATIONS <br />BY REFERENCE. <br />The Minnesota State Board of Electricity Rules Chapter 3800.3500 through 3800.3885, revised August <br />2009, and any future revisions, modifications, or amendments thereto, are hereby adopted by <br />reference, except for fees which shall be established by City Council resolution.
