4City Council Regular Meeting Minutes <br />August 28, 2012 <br />Page 4 <br />1 indicated the City has received over $15 million in grants since 1999, which amounts to <br />2 approximately $1,855 per resident. She stated the proposed 2013 general operating budget totals <br />3 $3,098,343 and the proposed 2013 capital equipment budget totals $299,100. She stated the City <br />4 Council will set the proposed 2013 operating budget and preliminary property tax levy at its <br />5 September 11, 2012, meeting followed by formal adoption of the 2013 budget and levy on <br />6 December 11, 2012. She added if residents have questions, they can call (612) 782-3316. <br />7 <br />8 Councilmember Stille stated the General Fund increase is comprised mostly of salaries and <br />9 benefits for the City's union contracts, the CIP increase is intended for maintaining the City's <br />10 infrastructure, and the road improvement levy will pay for prior year's street projects. <br />11 <br />12 Councilmember Roth noted that the City's partnerships include working with the City of New <br />13 Brighton to purchase gas and this partnership has helped the City upgrade its public works <br />14 facility and these types of partnerships help the City stretch taxpayer dollars. <br />15 <br />16 Mayor Faust expressed the City Council's appreciation to Finance Director Rueckert and City <br />17 Manager Casey for their work on the budget. <br />18 <br />19 C. Ordinance 2012-06; Amending Chapter 32.07�_of the City Code, Being the Planninpt <br />20 Commission Bylaws. <br />21 <br />22 City Manager Casey explained the City recently moved from an in-house planner to a consultant <br />23 planner and the consultant planner has a conflict with the third Tuesday of the month. He stated <br />24 the Planning Commission recommended changing its meeting dates to the fourth Monday of the <br />25 month starting in October and noted this change opens up the Council Chambers on the third <br />26 Tuesday so the School Board can hold their meetings at City Hall on the first and third Tuesdays. <br />27 <br />28 Mayor Faust stated this change will give the School Board an opportunity to televise both their <br />29 meetings and will also give staff adequate turnaround time to prepare materials from the <br />30 Planning Commission meetings for the City Council. He added this will make the process more <br />31 user-friendly for staff and applicants coming before the Planning Commission and City Council. <br />32 <br />33 Motion by Councilmember Roth, seconded by Councilmember Stille, to approve First Reading <br />34 of Ordinance No. 2012-06; Amending Chapter 32.07(A) of the City Code, Being the Planning <br />35 Commission Bylaws, and to set Second Reading for September 11, 2012, <br />36 <br />37 Motion carried unanimously. <br />38 <br />39 VIL REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />40 <br />41 City Manager Casey announced that the City has been assigned Mr. Nick Voss as its GreenCorps <br />42 member and he will be starting in October. I -le stated the GreenCorps program is an 11 -month <br />43 position funded through the MPCA and Mr. Voss will be working on sustainability projects such <br />44 as storm water recycling and partnering with the watersheds on educational programs. <br />45 <br />46 Councilmember Gray - No report. <br />
