43
Staff Report
Date: September 19, 2012
To: Mark Casey, City Manager
From: John Ohl, Chief of Police
Subject: Ordinance Revision Regarding Computerized Criminal History Checks
As you are aware, the Bureau of Criminal Apprehension (BCA) has changed the rules by which the Police
Department can access computerized criminal history data for background checks on certain license
applications and prospective employees. The new rules require a specific ordinance with very specific
language in order to conduct these checks. I have suggested that we put the BCA requirements in two
separate ordinances using the model language provided by the League of MN Cities. By doing this, we
will avoid having to modify several ordinances the next time there is a change, and will have the
necessary ordinances in place to conduct City business.
