If the application is denied, the City Manager shall notify the applicant of the denial in writing. The notice shall be mailed by regular and certified mail to the applicant at the address provided in the application and it shall inform the applicant of the applicant's right, within 20 days from the date of the notice, to submit a written request to the City Manager for an appeal of the denial to the City Council.
