City Council Regular Meeting Minutes <br />March 12, 2013 <br />Page 3 <br />1 1,800 citations for moving violations during 2012 and arrested 838 people in 2012. He discussed <br />2 the rotating investigator position and education conducted by the Police Department and stated <br />3 the Department puts a lot of effort into its educational standards, which increases job satisfaction, <br />4 keeps the officers motivated, and reduces liability. He stated the Police Reserves donated 1,600 <br />5 hours of time and the Police Department relies on its reserve officers during events like <br />6 VillageFest. He advised the Police Department's Summer Survival School will be doubled this <br />7 year with approximately 60 children participating. He indicated the Police Department enjoys <br />8 the support of the community and appreciates the support it receives from the City Council. <br />9 <br />10 Councilmember Gray expressed thanks and appreciation to Police Chief Ohl and all the officers <br />11 for their continued outstanding performance. He requested further information about possible <br />12 legislation that would make it mandatory to prepay for gas or use a credit card at the pump. <br />13 <br />14 Police Chief Ohl stated the most recent bill included possible repercussions against the driver of <br />15 a vehicle used in a drive -off but the bill has not yet been enacted. He stated that gas stations are <br />16 in complete control of drive -offs and can require that drivers either prepay or pay with a credit <br />17 card at the pump. He added the Police Department has worked with the business community to <br />18 make it more difficult for someone to drive off without paying. <br />19 <br />20 Councilmember Gray felt it was a waste of officer resources if the Police Department has to <br />21 investigate reported drive -offs particularly if there is an easy way to prevent drive -offs. <br />22 <br />23 Police Chief Ohl stated the Department has discussed this issue a lot and has worked to reduce <br />24 the number of drive -offs that the Department investigates as a criminal offense and is working <br />25 toward the goal of having these crimes reported as a civil offense. <br />26 <br />27 Councilmember Roth thanked Police Chief Ohl and all the officers for everything they do to <br />28 keep the City safe. <br />29 <br />30 Councilmember Stille expressed thanks and appreciation to Police Chief Ohl and all the officers <br />31 for their service. <br />32 <br />33 Councilmember Jenson noted the high percentage of reserve officers who volunteer their time <br />34 and commended Police Chief Ohl for attracting that type of volunteerism in the community. <br />35 <br />36 Mayor Faust encouraged residents to read the Police Department's 2012 annual report, which is <br />37 available at City Hall or on the City's website and expressed his thanks to everyone in the Police <br />38 Department for their service to the community. <br />39 <br />40 C. Resolution 13-032, Ratifying the Pension Benefit for the St. Anthony Village Firefighters <br />41 Relief Association. Mark Casey City Manager, presenting. <br />42 <br />43 City Manager Casey presented the resolution ratifying the pension benefit for the St. Anthony <br />44 Firefighter Association in the amount of $2,800, noting this benefit level is the same amount as <br />45 2011 and 2012 and the fund is actuarially sound. <br />46 <br />
