PUBLIC HEARING. <br />A. 2014 Budget. Shelly Rueckert, Finance Director presenting. <br />V. <br />VI. <br />Mayor Faust opened the public hearing at 7:05 p.m. <br />Finance Director Rueckert presented the 2014 budget calendar and advised the proposed 2014 <br />operating budget and property tax levy will be approved on September 10, 2013, followed by <br />final adoption in December. She reviewed the 2013 General Fund revenues stating this is the <br />primary fund used to deliver City services with property taxes supporting 56% of the cost of City <br />services. She noted that this is consistent with the City's historical and successful approach to <br />seek out well designed projects and programs and since 1999, the City has received <br />approximately $15 million in grant funding which approximates to $1,942 per resident. She also <br />reviewed the 2013 General Fund expenditures as well as General Fund and overall levies in 2012 <br />and 2013, noting that the overall levy includes a debt levy supporting street reconstruction and <br />levies associated with parks and public works. She stated the proposed 2014 operating budget <br />and property tax levy will be presented again at the August 27, 2013, City Council meeting. <br />No speakers were present. Mayor Faust closed the public hearing at 7:11 p.m. <br />Councilmember Stille requested further information regarding the CIP levy. <br />Finance Director Rueckert explained the City added a $50,000 line item under the capital <br />improvement levy to supplement the capital replacement program and to support replacement of <br />some interest earnings. <br />REPORTS FROM COMMISSION AND STAFF - NONE. <br />GENERAL BUSINESS OF COUNCIL. <br />A. Aging in Place Presentation Alissa Boroff, Aging in Place presenting <br />Mayor Faust introduced Ms. Alissa Boroff from the Aging in Place project. <br />Ms. Boroff advised this grant project is funded by the Minnesota Department of Human Services <br />and they have partnered with the Greater Metropolitan Housing Corporation (GMHC), Access <br />Solutions, and the City to provide information and outreach to older adults to allow them to <br />
