Dear Honorable Mayor, City Council and Staff: Attached for your consideration is a resolution authorizing the submittal of the Point Source Implementation grant application to the Minnesota Public Facilities Authority (PFA) and to authorize City officials to execute the grant agreement on behalf of the City of St. Anthony Village for the Silver Lake Stormwater Treatment System. Submittal requirements and timeframes for processing this grant application: • Ad for bids — July 3, 2013 and Judy 10, 2013 • Pre-bid meeting — July 15, 2013 • Open bids — July 31, 2013 • Submit grant application —July 31, 2013 • Award bids — October 29, 2013 • Submit as -bid costs to the PFA and MPCA --No later than June 30, 2014 At any point in the process the City will be able withdraw the grant application if they determine that it is not in the best interest of the City. It is anticipated this this project will enable the City to achieve 90% of the Silver Lake phosphorus reduction goal as established by the Total Maximum Daily Load (TMDL) and will be eligible for up to 15,400 credits from the RCWD to be applied towards street reconstruction projects. We have discussed this project with the PFA and MPCA and they have determined that this project is eligible to receive TMDL grant funds.
