He advised that a schedule has not yet been put together and it is likely a stakeholder <br />meeting will be scheduled after the petition is submitted to RCWD to discuss next steps. <br />Council member Roth requested information about how water flow occurs once it leaves the City. <br />City Engineer Hubmer explained that water leaving Silver Lake flows north and the issue that <br />has caused the majority of problems is Ramsey County Ditch #2 causing water to back up in the <br />City. He stated RCWD will look at the impact of the existing ditch system, as well as Hanson <br />Park, Pike Lake and Long Lake to make sure the system functions properly and that any <br />improvements do not create problems somewhere else. He further explained that one of the <br />policy questions to be discussed by the City Council is what storm event the system should be <br />designed for, i.e., the engineering standards revised the 100 year storm event from a 6" rainfall in <br />24 hours to a 7.5"-7.8" rainfall in 24 hours. <br />Mayor Faust indicated that 13 WSR has adopted these new standards and it would appear that all <br />agencies will be using these new standards in the future, including the watershed districts, and <br />the City will likely adopt the new standards because it is in the best interests of the community. <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution <br />13-056; a Resolution Petitioning Ricc Creek Watershed District for a Basic Waters Management <br />Project to Address Storm Water Management and Flooding within the Cities of New Brighton <br />and Saint Anthony, Minnesota. <br />Motion can-ied unanimously. <br />C. Resolution 13-057; a Resolution AR12roving the Contract Agreement for Police Services <br />with thc City of Falcon Heights for the Year 2014 and Authorizes the Mayor and City <br />Manager to Execute said Agreement. Mark Casey, City Manager, presenting. <br />City Manager Casey presented the contracts for police services with Falcon Heights and <br />Lauderdale for 2014 and advised these contracts represent a 2.5% increase hom 2013. He noted <br />that Falcon Heights and Lauderdale have approved both contracts. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />13-057; a Resolution Approving the Contract Agreement for Police Services with the City of <br />Falcon Heights for the Year 2014 and Authorizes the Mayor and City Manager to Execute said <br />Agreement. <br />Motion can-ied unanimously. <br />D. Resolution 13-058; a Resolution Approving the Contract Agreement for Police Services <br />with the City of Lauderdale for the Year 2014 and Authorizes the Mayor and City <br />Manager to Execute said Agreement.
