34 <br />FEASIBILITY AND I2ECOMMENDATION <br />The 2014 Street and Utility Project costs are anticipated to be approximately $2.2 <br />million, which includes roadway reconstruction and utility repair and replacement along <br />the following roadways: <br />• Edgemere Avenue from Penrod Lane to Chelmsford Lane <br />• Wendhurst Avenue from Penrod Lane to Chelmsford Lane <br />• Penrod Lane from 36°' Avenue NF to 37°' Avenue NE (Co. Rd. 93) <br />Due to the poor structural condition of portions of the street sections, the deterioration of <br />the existing sanitary sewer and storm sewer systems, and frequency of water main breaks, <br />this project is both feasible and necessary from an engineering standpoint. Alternative <br />methods of improving the utility systems and roadways are not feasible or cost effective <br />due to the location and condition of the existing utilities and the existing soils conditions. <br />Based on our analysis and data presented, the proposed project is feasible, necessary, and <br />cost effective from an engineering standpoint.
