City Council Regular Meeting Minutes <br />November 26, 2013 <br />Page 3 <br />looked into implementing their own prescription drug drop-off locations but decided to use a <br />central location through the Sheriff's Department. <br />Mayor Faust stated the City could certainly look into adding a drop-off site. He invited the <br />Sheriffs Department to forward any information about the Code Red program and prescription <br />drug disposal program to the City for inclusion in the quarterly newsletter. He also asked about <br />how the Sheriffs Department and local police departments work together after a natural disaster. <br />9 Ramsey County Sheriff Bostrom stated that after an event such as a tornado, the local Fire, <br />10 Police, and Public Works Departments are in charge and the Sheriffs Department represents the <br />11 next wave of support. He stated the County's Director of Emergency Management would bring <br />12 resources to coordinate and set up a unified command under the authority of the local <br />13 departments. <br />14 <br />15 Mayor Faust thanked Ramsey County Sheriff Bostrom for speaking to the City Council and <br />16 expressed appreciation for the Sheriffs Department's support. <br />17 <br />18 B. Resolution 13-075: a Resolution Accepting the 2014 Street & Utility Improvement <br />19 Project Plans and Specifications & Ordering Advertisement. 'Todd Hubmer, WSB & <br />20 Associates, presenting. <br />21 <br />22 City Engineer Hubmer explained that the 2014 street and utility improvement project includes <br />23 reconstruction of Penrod Lane from 37°i to 36'x' Avenues, Edgemere Avenue from Penrod Lane <br />24 to Chelmsford Lane, and Wendhurst Avenue from Penrod Lane to Chelmsford Lane. He stated <br />25 the project includes reconstructing the sanitary sewer system as well as replacing the existing <br />26 water main. He stated the project also adds fire hydrants to improve fire flow and accessibility to <br />27 hydrants and also adds a biofiltration swale on the north end of Central Park. I -Ie noted these <br />28 storm water improvements will meet Rice Creek Watershed District permitting requirements and <br />29 the City received a $50,000 grant from Rice Creek Watershed District for construction of the <br />30 swale. He showed a map of the parcels to be assessed and stated the project will replace the <br />31 existing streets with asphalt and it is anticipated the project will be done by spring 2015. Ile <br />32 advised that total project costs are approximately $2,191,000 and funding sources include special <br />33 assessments, 429 public improvement bonds, the Rice Creek Watershed District grant of <br />34 $50,000, and the City's water, sanitary, and storm water funds. He presented the project <br />35 schedule that indicates substantial completion in September 2014 and final paving in ,Tune 2015. <br />36 <br />37 Councilmember Roth asked if the property owners impacted by a new fire hydrant have been <br />38 notified. <br />39 <br />40 City Engineer Hubmer replied in the affirmative and stated the fire hydrants were discussed at <br />41 the last meeting with residents and staff will work with the property owners about the location of <br />42 the fire hydrants. He noted the City will try to avoid significant trees and will place the fire <br />43 hydrants near property boundaries and in the City's right-of-way. <br />44 <br />45 Councilmember Stille stated he received a comment from a resident during the Belden <br />46 improvement project that they were surprised about having a fire hydrant placed on their <br />47 property and urged the City to make sure residents are kept informed throughout the project. <br />
