Consider Januaxy 14,2014, Council meeting minutes; <br />B. consider licenses and permits; <br />C. Consider payment of claims; and <br />D. Consider Resolution 14-014; a Resolution Accepting a Donation from Kiwanis Club of <br />St. Anthony for the St. Anthony Fire Department. <br />Motion by Council member Jenson, seconded by Councilmember Gray, to approve the Consent <br />Agenda items. <br />Motion cal'ried unanimously. <br />PUBLIC HEARING -NONE. <br />REPORTS FROM COMMISSION AND STAIIF. <br />A. Presentation of the 2014 Planning Commission Work Plan. <br />Planning Commission Chair Heinis advised that the Planning Commission elected Erica Crone <br />as its Chair for the coming year and hc will serve as Vice Chair. He presented the 2014 Planning <br />Commission Work Plan and stated it includes a review/update of the City's nonconforming lot <br />standards, a review/update/creation of a home occupation/interim use permit/special use permit <br />ordinance, continued review/update of the City's green/energy/reuse ordinance, specifically solar <br />energy in residential and commercial areas, pervious pavement systems, keeping of chickens, <br />and keeping of honey bees, as well as a review of outdoor wood burning fire standards. <br />Councilmember Stille thanked Mr. [-Ieinis for his service as Chair and expressed the City <br />Council's thanks and appreciation to the Planning Commission for their efforts. <br />Motion by Couneilmember Stille, seconded by Council member Jenson, to approve the 2014 <br />Planning Commission Work Plan. <br />Motion carried unanimously. <br />GENERAL BUSINESS OF COUNCIL. <br />A. Safe Routes to School. Lisa Austin, MnDOT, presenting. <br />Mayor Faust introduced Lisa Austin from MnDOT. <br />Ms. Austin explained that the Safe Routes to School (SRTS) program began with funding from <br />the Federal transportation budget and the Governor and Legislature funded a statewide SRTS <br />program that provides funds for non-infrastructure items; in addition, the Governor's 2014 <br />bonding bill recommended $2 million for SRTS infrastructure. She discussed the benefits of the <br />SRI'S program including increased physical activity and increased academic performance, <br />noting that kids who get physical activity before school have better grades and increased
