4 <br />City Council Regular Meeting Minutes <br />February 25, 2014 <br />Page 2 <br />1 Mr. Hubmer explained that the 2014 street and utility improvement project consists of Penrod <br />2 Lane from 37'h Avenue to 36`h Avenue, Edgemere Avenue from Penrod Lane to Chelmsford <br />3 Lane, and Wendhurst Avenue from Penrod Lane to Chelmsford Lane. He stated that all utilities <br />4 will be replaced and the existing concrete streets will be replaced with bituminous pavement. He <br />5 advised that the existing sanitary sewer system will be replaced with PVC and the water main <br />6 will be replaced with ductile iron pipe and new hydrants are being added. He advised that a new <br />7 storm sewer will be installed on Edgemere and Wendhurst, adding that these improvements <br />8 represent phase 1 improvements with the storm sewer on Chelmsford Lane completed in 2015. <br />9 He stated the project also includes drainage improvements partially funded by Rice Creek <br />10 Watershed District on the north end of Central Park with the installation of a new biofiltration <br />11 swale. He advised there will be some tree removal during the 2014 project and meetings were <br />12 held with residents to inform them which trees will be removed and to provide residents with a <br />13 list of available replacement trees. He stated that residents will not have access to their homes <br />14 when utility installation is taking place in front of their driveway; in addition, residents are asked <br />15 to park on side streets during wet weather. He noted that CenterPoint Energy is planning to <br />16 replace the existing gas mains during construction. He stated construction is scheduled to begin <br />17 in May with substantial completion in September. He stated the street construction cost is <br />18 $1,253,692.28 with 35% assessed to adjacent property owners, the City will pay the entire cost <br />19 of the sanitary sewer improvements of $256,665.85, the water main improvements total <br />20 $375,774.54 with $35,855 assessed to adjacent property owners, the storm sewer improvements <br />21 total $100,148.36 with $30,239.23 assessed to adjacent property owners, and the rain garden <br />22 improvements total $205,460.05, for a total project cost of $2,191,741.08. He pointed out that <br />23 the rain garden improvements have been reduced by approximately $100,000 to keep this cost in <br />24 line with the feasibility costs identified earlier this year. He described the assessment <br />25 calculations and method for determining front footage and stated that residents have the option of <br />26 paying the assessment in full by November 30, 2014, during the first year and by November 14`h <br />27 every year thereafter, or residents can make a partial payment by November 1, 2014 or residents <br />28 can pay the assessment with interest over a period of fifteen years. <br />29 <br />30 Mayor Pro Tem Roth opened the public hearing at 7:15 p.m. <br />31 <br />32 Councilmember Stille requested further information about the proposed rain garden and asked <br />33 about any impacts that could affect residents during and after construction. <br />34 <br />35 Mr. Hubmer explained there are a number of things that will change at the north end of Central <br />36 Park and stated the grass area on the east side of the park will remain intact. He stated that the <br />37 storm sewer will be brought above ground to allow water to enter the rain garden and has been <br />38 designed to capture 1"-1.5" of rainwater to be treated prior to discharge. He stated that changes <br />39 are also planned to the trail to allow better access during the winter that will route the walkers <br />40 around the south side of the hockey rink so they can continue on the walking path more easily. <br />41 <br />42 Mayor Pro Tem Roth closed the public hearing at 7:19 p.m. <br />43 <br />44 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 14- <br />45 021; a Resolution Ordering Improvements for the 2014 Street and Utility Improvements. <br />46 <br />
