CITY COUNCIL REGULAR MEETING MINUTES
MAY 11, 2010
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Gray, Jenson, Roth, and Stille.
Absent: None.
Also Present: City Manager Mike Mornson, Todd Hubmer of WSB & Associates, and Police Chief
John Ohl.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF MAY 11, 2010 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Stille, to approve the City
Council Meeting Agenda of May 11, 2010.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS.
A. Berger Transfer and Storage Proclamation.
Mayor Faust welcomed Mr. John Miller and Mr. Bill Dirks of Berger Transfer and Storage Inc.
Mr. Bill Dirks, President of Berger Transfer and Storage Inc., thanked the City, stating that this
has been a true partnership for many years. He stated the company has always tried to support
the surrounding communities and will continue to do so. Mr. Dirks invited the public to attend
the upcoming open house scheduled for Thursday, May 13, 2010, 11 a.m. — 3 p.m.
Mayor Faust presented Mr. Dirks with a proclamation recognizing the 100`h anniversary of
Berger Transfer and Storage Inc. and the 50 years of the company's presence in St. Anthony,
Minnesota, and proclaiming May 13, 2010 as Berger Transfer Day in the City of St. Anthony
Village.
B. Graduation of the 2010 Citizen's Academy. John Ohl, Police Chief.

Police Chief Ohl introduced the item and thanked Crime Prevention Specialist John Mangseth,
Officer Tressa Sonde, Captain Dominic Cotroneo and Reserve Officer Carolyn Quick for their
work with the Citizen's Academy Program.
Officer Sunde provided an overview of the course outline for Citizen's Academy.

Citizen's Academy graduates Nsona Nyembwe and Roy Quady shared comments on Citizen's

Academy and thanked the City for funding and providing the class.

Police Chief Ohl announced the Spring 2010 Citizen's Academy Graduating Class: Lawrence
12
Antczak, Gayle Anttila, Jack Brinatte, James Clemens, Kathie Clemens, Sean Jaeger, Mark
13
Ludwig, Nsona Nyembwe, Keith Pearson, Roy Quady, and Dale Washington.

Mayor Faust commented on the difficult job of police officers. He recognized Wahnart for
16
providing funding for Citizen's Academy and thanked the residents for attending Citizen's
17
Academy.

City Manager Mornson provided background information on the proposed amendment to the

lease agreement with St. Anthony — New Brighton School District #282 for the Community

Center Gymnasium. Council has been provided with the existing lease and the official
amendment to Article 6 of the lease.
Mr. Troy Urdahl, ISD #282 Athletic Director, invited questions of the City Council regarding the
proposed amendment to the lease agreement.
Mayor Faust requested information on the intent of the School District to increase usable gym
space through the new security system and use of the gym at the high school. Mr. Urdahl stated
with the school renovation projects there has been increased security which includes cameras and
a new key reader system. The key reader system includes the ability to set times to allow certain
members of the community into the building.
Mayor Faust inquired about the drainage at the soccer fields and plans for the running track. Mr.
Urdahl replied that there has been a dramatic improvement in the drainage at the soccer fields.
The running track is included in the summer renovation plans.
Mayor Faust verified with City Manager Mornson and the representatives of the ISD #282 that
only positive feedback has been received from the public on the plans that have been presented
for the use of the Community Center Gymnasium. He requested clarification on whether the
School District has met with the Vital Aging Council. Ms. Wendy Webster, ISD #282
Community Services Director, replied that the Senior Advisory Council has met with the Vital
Aging Council.
Mayor Faust stated this topic has been in the public for six to eight weeks, and that this type of
exposure helps the public understand what is going on. His estimation is that this will be good
for the community. He stated his support of the statement made by representatives of the School
District that these will be community buildings.
Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 10-
32; Approval of the Amendment to the Lease Agreement with St. Anthony — New Brighton
School District #282 for Community Center Gymnasium.
Motion carried unanimously.
B. Engineer's Update. Todd Hubmer, WSB & Associates, presenting.
Mr. Todd Hubmer, WSB & Associates, provided the Engineer's Update and answered questions
of the City Council. The update and discussion addressed the following information:
• Five Year Capital Improvement Plan Review
• Street & Utility Reconstruction Projects Completed (1992-2009)
• Street & Utility Projects Remaining (2010-2025)
• Street & Utility Improvement Program — Five Year Improvement Plan
• Financing Considerations
• Scheduling Considerations
• Next Steps

Mayor Faust stated his position that the Five Year CIP provides valuable long range planning for
current and future residents.
Mayor Faust requested a more detailed breakdown of the classification of city roads, county
roads and alleyways included in each project.
Councihnember Roth stated his support of the City's accomplishment in taking the initiative and
investing close to $30 million to repair the roads to this point. He requested that future
presentations include a rough estimate on the amount of funds the City has spent to date in street
repairs.
Mayor Faust stressed the importance of comparing "apples to apples" with this type of analysis.
Mr. Hubmer indicated that close to $30 million has likely been expended on street and utility
projects to this point. He noted that from 1999 through 2006 the City received funds from
outside sources to help resolve flood issues.
Councihnember Stille requested that the Council be provided with further information from
Ehlers and Associates on the use of a 20 year bond as opposed to a 15 year bond.
Mr. Hubmer provided an overview of the effect of Rice Creek Watershed District (RCWD)
storm water permitting requirements to the City. Staff recommends that the City undertake a
study to identify an approach to meet RCWD Rules in order to proactively respond to RCWD
requirements for street improvement programs. Mr. Hubmer provided information and answered
questions of the City Council on the impact of Silver Lake TMDL requirements.
Mayor Faust stated his support of a "more is better" approach in regards to notification of the
public meeting on the TMDL Report that is to be scheduled in 2010.

City Manager Morrison reported on the following:
• Completion of his fourth year with the Junior Achievement Program.
• City Managers Conference on the topic of leadership and networking.
• April 29, 2010 Loss Control Seminar put on by the League of Minnesota Cities.
• City's receipt of a FEMA $50,000 Fire System Grant.
• 2009 Audit will be included on the June 22, 2010 City Council Meeting agenda.
Insurance renewals are being completed.
Congratulations to Liquor Operations staff for a successful beer festival on May 8, 2010
at the Marketplace Liquor Store. Sales on this day were $4,000 higher than the average
Saturday.
Councihnember Stille: No report.

1 • April 28, 2010 Middle Mississippi Watershed Management Organization (MWMO)
2 educational trip on the Mississippi River. The trip included a look at runoff and how it
3 contributes to the sediment in the river.
4 • April 29, 2010 League of Minnesota Cities Loss Control Workshop.
5 • April 30, 2010 participation with Mayor Faust and several Kiwanis members picking up
6 waste from residents unable to make it to City Cleanup Day.
7 • May 1, 2010 City Cleanup Day.
8 • May 9, 2010 Sister City meeting. There will be a visit by individuals from Salo the end
9 of July and they will be participating in Village Fest.
10 • May 6, 2010 Lions Club meeting.

12 Councilmember Jenson reported on his attendance at the April 28, 2010 MWMO educational trip
13 on the Mississippi River with Mayor Faust and Councilmember Gray. He reported on his
14 attendance at the April 29, 2010 Community Services monthly meeting. Highlights were the
15 increased enrollment for Community Service daycare and that the budget should be met by year -
16 end.

18 Councilmember Roth reported on his attendance at the May 1, 2010 City Cleanup Day and the
19 May 6, 2010 North Suburban Access Corporation/CTV monthly meeting. He reported on his
20 attendance at the North Suburban Communications Commission Strategic Meeting on the future
21 direction of CTV. He commended Liquor Store Manager Larson and the Liquor Operations
22 Staff for the well run beer festival held on May 8, 2010.

24 Mayor Faust reported on his attendance at the following events:

26 • April 29, 2010 Safety and Loss Control Workshop.

34 MWMO Advisory Committee.

Mayor Faust announced the Three Rivers Park District Parks and Trail Guide has been
distributed through the mail. He announced Tom Moffit is the new Park Manager at Silverwood
Park. Park dedication is scheduled for Thursday this week at 6:00 p.m.
