ANTHONY CITY COUNCIL REGULAR MEETING MINUTES SEPTEMBER 28, 2010 CALL TO ORDER. Mayor Faust called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE. Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. ROLL CALL. Present: Mayor Faust; Councilmembers Gray, Jenson, Roth, and Stille Absent: None Also Present: City Manager Mike Mornson CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. I. APPROVAL OF SEPTEMBER 28, 2010 CITY COUNCIL MEETING AGENDA. Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of September 28, 2010. Motion carried unanimously. II. PROCLAMATIONS AND RECOGNITIONS. None. III. CONSENT AGENDA. A. Consider September 14, 2010, Council meeting minutes; B. Consider licenses and permits; C. Consider payment of claims; D. Resolution 10-060: Anoroving a Donation from Kiwanis for the St. Anthonv Police Department; E. Resolution 10-061; Appointing Election Judges for the State General Election on November 2, 2010. F. Resolution 10-062; Certifying Special Assessments for Delinquent Public Utility Service Accounts and Property Clean-up Costs to the Hennepin County Tax Rolls; and G. Resolution 10-063; Certifying Special Assessments for Delinquent Public Utility Service Accounts to the Ramsey County Tax Rolls. PUBLIC HEARING. None. V. REPORTS FROM COMMISSION AND STAFF. 10 None. 11 12 VI. GENERAL BUSINESS OF COUNCIL. 13 14 A. Resolution 10-064: Supporting the St. Anthony -New Brighton School District #282 15 Communitv Services Recreational Programs for 2011-2012. Wendy Webster, ISD #282 16 Community Services Director, presenting, 17 18 Mr. Mornson reviewed the resolution with the Council and indicated that this is a renewal of the 19 agreement between ISD #282 and the City for the operation of recreational programs. He 20 advised that an Advisory Council has been in place to provide direction to Community Services 21 and Councilmember Jenson serves on the Advisory Council as the Council representative. He 22 stated that Community Services will continue to be responsible for administering the program 23 and the City will pay $52,175 per year starting January 1, 2011 through December 31, 2012. He 24 then introduced Wendy Webster, Community Services Director. 25 26 Ms. Webster provided an overview of the Community Services program and explained that 27 Community Services falls under the direction of the St. Anthony/New Brighton School District 28 School Board and these programs exist in every school district in the State. She indicated that 29 the Community Services philosophy embraces three primary beliefs: that education is a lifelong 30 process, that the program allows citizen involvement by recognizing the fact that everyone in the 31 community shares responsibility for the mission of educating all members in the community, and 32 that citizens have the right and responsibility of determining needs and identifying community 33 needs and resources; all of this is accomplished by the work provided by the advisory councils 34 and through the partnership with the City. She added that Community Services is able to provide 35 space and coordinate opportunities for residents to make St. Anthony a progressive and livable 36 community. She discussed the funding for Community Services, and indicated that 73% of their 37 budget comes from program fees and the money from the City accounts for 5% of their budget. 38 She outlined the various programs, including early childhood, school-age programs, middle and 39 high school programs, aquatics and facility use, adult programming, and senior citizen programs. 40 She also discussed the facility improvements made to the restrooms at the community center. 41 She stated that the City's partnership with and investment in Community Services benefits the 42 entire community and aligns with the City's mission. 43 44 Councilmember Stille requested further information regarding the staffing for Community 45 Services. He also requested information regarding coordination of the use of the gym. 46 City Council Regular Meeting Minutes September 28, 2010 Page 3 1 Ms. Webster stated that at this time, Community Services has three employees, including her 2 role as Director, one secretary, and one coordinator. She explained that since 2008, Community 3 Services' revenue has decreased by 14% and expenses have been reduced by 26%. She stated 4 that for the year ended June 30, 2010, revenues exceeded expenses by $30,000 without cutting 5 any programs. She indicated that the gym arrangements have worked out well and staff 6 continues to work with the gymnastics coach to ensure that this team's needs are met as well as 7 the needs of all other users of the gymnasium. She indicated that Community Services has 24 8 different budgets and some program funds are more restrictive than others, such as the early 9 childhood family education programs. She added that brochures outlining the various programs 10 are mailed to homes in the School District as well as to residents in northeast Minneapolis, 11 Columbia Heights, and New Brighton; residents can view the brochure and register for classes 12 online at www.stanthon c+} s_org. 13 14 Mayor Faust pointed out that Community Services is linked on the City's website as well. He 15 expressed the City Council's thanks to Ms. Webster and the Community Services staff for their 16 efforts on behalf of the City and the residents. 17 18 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 10- 19 064; Supporting the St. Anthony -New Brighton School District #282 Community Services 20 Recreational Programs for 2011-2012. 21 22 Councilmember Stille stated that the partnership with Community Services is good for the City 23 and the School. He noted that the City does not have a parks department and Community 24 Services handles all of the scheduling and other duties that a typical parks department would 25 perform; as a result, this partnership is a good investment for the City. 26 27 Motion carried unanimously. 28 29 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 30 31 City Manager Mornson reported on the following: 32 33 • September 21, 2010 Planning Commission work session. Discussion included roles and 34 responsibilities of the Planning Commission, review of the bylaws, discussion regarding 35 government training, and discussion regarding the recent Supreme Court ruling on 36 variances. 37 • Attendance at the September 21, 2010 monthly Chamber of Commerce meeting. 38 • Union negotiations are underway with Public Works, Police, and Fire Departments. 39 • On October 9, 2010, a couple of departments will be participating in a Pancake Breakfast 40 at Applebee's. 41 • On October 9, 2010, the liquor store will be holding a fall beer tasting from 12:00-4:00 42 p.m. 43 • At the October 12, 2010, City Council meeting, Silverwood staff will be in attendance to 44 talk about the one year anniversary of the park. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 City Council Regular Meeting Minutes September 28, 2010 Page 4 • The October 12, 2010, City Council meeting agenda will include a public hearing on the transfer of the liquor license for Applebee's; this is merely a housekeeping item due to name changes, but a public hearing is required. Councilmember Gray: No report. Councilmember Jenson: No report. Councilmember Roth: No report. Councilmember Stille reported that he participated in the September 25`n "Battle of the Badges" softball game between the Police and Fire departments. He expressed his thanks to Police Chief Ohl and Fire Chief Malenick for inviting him. Mayor Faust reminded residents that they should receive the new edition of Village Notes in their mail this week. He stated that he recently read an article in the Star Tribune regarding real estate and a recent Gallup Poll regarding key attributes that make people happy in their community. He stated that the top three were physical beauty and great open space and parks, ease with which people can meet others, and the level of diversity, open-mindedness and acceptance in the community. He indicated that St. Anthony is just big enough but not too small and the relationship between the schools and the City appears seamless. VIII. COMMUNITY FORUM. Mayor Faust invited residents to come forward at this time and address the Council on items that are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda. IX.
