CITY COUNCIL REGULAR MEETING MINUTES
NOVEMBER 23, 2010
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

23 I. APPROVAL OF NOVEMBER 23, 2010 CITY COUNCIL MEETING AGENDA.

25 Mayor Faust indicated that Agenda Item VI.B has been removed from the agenda.

27 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
28 Council Meeting Agenda of November 23, 2010 as amended with Agenda Item VI.B removed
29 from the agenda.

31 Motion carried unanimously.

33 II. PROCLAMATIONS AND RECOGNITIONS.

35 Santa Claus addressed the City Council and announced that the St. Anthony Lions Club will be
36 at the Community Center on Saturday, December 4th, 9:30 a.m. to 11:30 a.m. to greet children
37 and serve cocoa and cookies. The Lions Club will be collecting food and donations for the
38 Northeast Minneapolis Food Shelf.

42 A. Consider November 9, 2010 Council meeting minutes;
43 B. Consider licenses and permits; and
44 C. Consider payment of claims.

46 Commissioner Jenson requested the following correction to the November 9, 2010 Council
47 meeting minutes:
48 Page 4, line 38: "...He also reported on his attendance at the Community Services Board
49 Meeting on November 4. 2010."

2 Motion was made by Councilmember Roth, seconded by Councilmember Gray, to approve the
3 Consent Agenda items with the above amendment to the November 9, 2010 Council meeting
4 minutes.

12 V. REPORTS FROM COMMISSION AND STAFF.

16 VI. GENERAL BUSINESS OF COUNCIL.

18 A. Update from Congressman Keith Ellison.
19
20 Congressman Keith Ellison provided a legislative update. He stated he would like to begin by
21 discussing appropriations. There have been a number of earmarks they were not able to fund,
22 and unfortunately they were not able to get the funding request fulfilled for the Silver Lake
23 Water Quality Improvement Project. He assured the City Council that his office values this
24 project and they will continue to work together on this project. He noted there are other ways to
25 fund projects other than through the earmarking process.

27 Congressman Ellison provided information on the following appropriations that were approved
28 which affect the City of St. Anthony: 1) $500,000 for the design and construction of the Grand
29 Rounds National Scenic Byway Project that will connect St. Anthony Parkway with the East
30 River Parkway; 2) $20 million for the Bottineau Transit Feasibility Study; 3) hyperbaric oxygen
31 chamber replacement at the Hennepin County Medical Center; 4) key piece of medical
32 equipment for the new regional pediatric trauma center at Children's Hospital/Clinics in
33 Minnesota.

35 Congressman Ellison stated earmarks are often misunderstood and that he is proud to stand next
36 to any earmark that he asks to be funded. He stated it is not spending above the budgetary cap; it
37 is congressionally directed funding. He stated it is important to mention that earmarks account
38 for less than I/, of 1% of total federal spending and stated his support of earmark funding as a
39 method to fund important local projects. He discussed projects funded through earmarks and
40 stated he has committed to transparency with all appropriations.

42 Congressman Ellison provided an overview of the following legislation passed by the I I I 1
43 Congress:
44 • Lilly Ledbetter Fair Pay Act
45 • American Reinvestment and Recovery Act
46 • Affordable Care Act

1 • Dodd -Frank Wall Street Reform and Consumer Protection Act
2 • Credit Card Holder's Bill of Rights

4 Congressman Ellison stated they are entering into a new political environment and there will be
5 pressure on all of them to try to work together. Serious challenges that will need to be addressed
6 are:
7 • Elevated unemployment rate
8 . Negative balance in trade
9 • Reauthorization of the Elementary and Secondary Education Act in 2011
10 • Decision on extension of the 2001/2003 tax cuts
11 • Unemployment insurance extension will expire on November 30, 2010
12 • Continuing to evaluate U.S. engagement in Afghanistan. He is taking an interest in
13 trying to strengthen Afghanistan's parliament
14 • They have seen the political progress begin to emerge in Iraq

16 Congressman Ellison stated it is an honor to be working with the City of St. Anthony and invited
17 the City Council members to visit his office if they are in Washington D.C.

19 Mayor Faust stated that similar to Congressman Ellison's comments about the 5`h Congressional
20 District and how they all work together, the St. Anthony School District does this with open
21 enrollment, with over 40% of students coming from outside the City of St. Anthony. He thanked
22 Congressman Ellison for the new hyperbaric oxygen chamber facility on behalf of Minnesotans.
23 He stated the St. Anthony Police and Fire Departments have had a good relationship with
24 Homeland Security and have been able to garner grants for training and things that have been
25 needed.

27 Mayor Faust stated in regards to earmarks, they probably would not have Silver Lake Village if
28 not for the $750,000 earmark for 391h Avenue that Congressman Sabo was helpful in obtaining.
29 He pointed out that there is now $100 million worth of value there with many more residents and
30 options for places to eat, etc. He noted that the army ammunition plant built in 1990 was an
31 earmark as well which helped in cleaning up water in the area. He thanked Congressman Ellison
32 for his hard work and for his personal service for the United States overseas.

38 C. Resolution 10-079: Authorizing the Application for Metropolitan Council Municipal
39 Publically Owned Infrastructure Inflow/hifiltration Grant Program. Todd Hubmer, WSB
40 & Associates, presenting.

42 Mr. Todd Hubmer, WSB & Associates, provided information on the Metropolitan Council
43 Environmental Services (MCES) UI Municipal Grant Program. The program allows
44 municipalities that have been identified as having excessive inflow and infiltration to receive
45 assistance with capital improvements that reduce the amount of inflow and infiltration. The
46 MCES has indicated that the sanitary sewer improvements associated with St. Anthony's annual

Street and Utility Improvement Program qualify as capital improvements eligible under the IR
Municipal Grant Program.
Mayor Faust commented that the City's association with Metro Cities resulted in a change in the
language that initially excluded the City from being eligible for this grant funding.
Motion by Councilmember Gray, seconded by Councilmember Roth, to approve Resolution 10-
079; Authorizing the Application for Metropolitan Council Municipal Publically Owned
Infrastructure Inflow/Infiltration Grant Program.
Motion carried unanimously.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Morrison reported on the following:
• Applications for the Park and Planning Commissions closed last week. Interviews with
the City Council will be scheduled for December 14, 2010 prior to the regular City
Council meeting.
• The December 14, 2010 City Council meeting agenda includes a presentation on the 2011
Budget and Union Contracts.
Councilmember Gray reported that next year the Saturday Village Fest activities will be back at
Central Park. He reported on his attendance at the following events:
• November 15, 2010 Sister City Board Meeting
• November 17, 2010 Metro Region of Metro Cities Meeting with Mayor Faust,
Councilmembers Jenson and Stille, and City Manager Morrison.
November 18, 2010 Lions Club Board Meeting
Speaking event last night with Cub Scout Pack 153
Councilmember Jenson reported on his attendance at the following events:
• November 15, 2010 St. Anthony Historical Society Monthly Meeting
• November 17, 2010 Metro Region of the Metro Cities Meeting with Mayor Faust,
Councilmembers Gray and Stille.
Councilmember Roth: No report.
Mayor Faust reported on the following:
• November 12, 2010 benefit held for Rose Fitzgerald and the involvement of the
community and the volunteers that assisted in making the benefit a success.
November 16, 2010 Chamber of Commerce Meeting which included a kick off of the
Adopt a Family Program. He announced that donations will be accepted at City Hall and
that these are individuals that live in the City of St. Anthony that need assistance.
November 17, 2010 Metro Region of the Metro Cities Meeting.

Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda.
Hearing none, Mayor Faust moved forward with the agenda.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust encouraged individuals to look into supporting the Adopt a Family Program.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:40 p.m.
