7 Mayor Faust called the meeting to order at 7:00 p.m.

25 I. APPROVAL OF DECEMBER 14, 2010 CITY COUNCIL MEETING AGENDA.

27 Mayor Faust noted the addition of Agenda Item 6F: Resolution 10-090; Approving State of
28 Minnesota Joint Powers Agreement with the City of St. Anthony Village on Behalf of its Police
29 Department.

31 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
32 Council Meeting Agenda of December 14, 2010, as amended.

38 A. Fire Prevention Poster Contest Winners. John Malenick Fire Chief presenting_

40 Fire Chief Malenick introduced the winners of the 2010 Fire Poster Contest: 1" Place — Taylor
41 Seim; 2"d Place — Jenna Van Sickle; 3rd Place — Erin McNamer; 41h Place — Emily Sawyer.
42 Mayor Faust presented the contest winners with certificates and awards.

44 B. Update on Historical Society. Barry Tedlund President presenting_

46 Mr. Barry Tedlund, President of the St. Anthony Village Historical Society, provided an update
47 on the book sponsored by the Historical Society that is being written on the history of St.
48 Anthony Village. He explained that the Historical Society had hoped to have the book available
49 for Christmas presents; however, the completion date has been extended to February. A copy of

1 the book cover will be available at city hall for individuals that wish to present the book as a
2 Christmas gift.
4 Mayor Faust stated putting together a 65 year history of the city is an arduous task and this is all
5 being done by dedicated volunteers. He thanked Mr. Tedlund and the members of the Historical
6 Society for their work.
Mr. Tedlund thanked the Mayor and City Council for their support.

45 City Manager Mornson and Finance Director Larson provided a PowerPoint presentation on the
46 2011 Budget & Levy. The presentation included the following information:

16 Councilmember Gray asked whether there are sources of state aid at risk other than the cuts the
17 City has received in LGA and market value tax credit. City Manager Mornson indicated that
18 areas of potential cuts would be to police/fire fighter pensions and MSA funding.

20 Councilmember Roth pointed out to the public that the City offers life insurance and provides
21 health insurance to city employees, but does not provide dental, short term, or long term
22 disability. He noted that while the City provides a pension, this is the same type of benefit as
23 what companies offer with 401k benefits. He clarified with Finance Director Larson that while
24 the 2011 Budget includes $100 for family coverage for health insurance, employees are
25 responsible for approximately $800 for family health insurance coverage.

27 Mayor Faust clarified that infrastructure is incorporated into street replacements in the portion of
28 the budget allocated to roads.

30 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 10-
31 086; Approving the 2011 Budget & Levy.

33 Mayor Faust noted that the Council has stated its desire to hold the general levy at zero, and has
34 done so for the past three years. This cannot continue indefinitely, and they have also made a
35 commitment to infrastructure in the City.

37 Councihnember Stille pointed out that salaried have also been held flat for the past two years.

41 B. Resolution 10-087; Ratifying the 2011-2012 Agreement between the City of St. Anthony
42 and International Association of Firefighters, Local 3486, representing St. Anthony Fire
43 Department.

45 City Manager Momson provided an overview of the proposed resolution ratifying the agreement
46 between the City of St. Anthony and International Association of Firefighters, Local 3486,

1 representing St. Anthony Fire Department. City Manager Mornson outlined the terms of the
2 two-year contract covering 2011-2012.
4 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 10-
5 087; Ratifying the 2011-2012 Agreement between the City of St. Anthony and International
6 Association of Firefighters, Local 3486, representing St. Anthony Fire Department.

10 C. Resolution 10-088• Ratifying the 2011 Agreement between the Law Enforcement Labor
11 Services. Inc. #186 Local Representing the St. Anthony Police Department and the City
12 of St. Anthony.

14 City Manager Mornson provided an overview of the proposed resolution ratifying the 2011
15 agreement between the Law Enforcement Labor Services, Inc. #186 Local Representing the St.
16 Anthony Police Department and the City of St. Anthony. City Manager Mornson outlined the
17 terms of the one-year contract covering 2011.

19 Mayor Faust stated his concern regarding the potential for competition between departments due
20 to the unions for Law Enforcement Labor Services and the Public Works Department supporting
21 the one year contract as opposed to the two year contract agreed to by the union for the
22 Firefighters Department. He stated his support of the 1.5% increase for both 2011 and 2012
23 agreed to by the Firefighters union as opposed to the 2% increase for 2011 included in the
24 subject agreement. He stated that the City has been more than fair in providing equipment, a
25 good working environment, and good leadership, and that he will not vote in support of the
26 proposed agreement.

28 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 10-
29 088; Ratifying the 2011-2012 Agreement between the Law Enforcement Labor Services, Inc.
30 #186 Local Representing the St. Anthony Police Department and the City of St. Anthony.

32 Councilmember Stille commented that there is some flexibility with the different timeframes for
33 the labor agreements, as one group is locked in for two years while the other two groups are
34 limited to one year agreements, and that there may not be any increases in the agreements
35 renegotiated next year.

37 Councilmember Roth inquired about the process if the Council were to decide to direct staff to
38 go back to renegotiate a similar agreement to the 1.5% increase/two year term with the two
39 groups that have opted for a 2% increase/one year term. City Manager Mornson replied that if
40 this were to be the decision of the Council he would recommend that the Council reject the
41 contracts, which would then automatically go back to renegotiations.

D. Resolution 10-089: Ratifying the 2011 Agreement between the City of St. Anthony and
International Union of Operating Engineers, Local 49, AFL-CIO Representing the St.
Anthony Public Works Department.
City Manager Mornson provided an overview of the proposed resolution ratifying the 2011
agreement between the City of St. Anthony and International Union of Operating Engineers,
Local 49, AFL-CIO Representing the St. Anthony Public Works Department. City Manager
Mornson outlined the terms of the one-year contract covering 2011.
10 Councilmember Roth verified with City Manager Mornson that the City has approximately 40
11 union employees and 20 non-union employees.

13 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 10-
14 089; Ratifying the 2011 Agreement between the City of St. Anthony and International Union of
15 Operating Engineers, Local 49, AFL-CIO Representing the St. Anthony Public Works
16 Department.

18 Mayor Faust stated his position on this contract is the same as stated on the previous contract.

20 Motion carried 4-1. (Faust opposed).

22 E. Motion to Cancel the December 28, 2010 City Council meeting,

24 Motion by Councilmember Roth, seconded by Councilmember Gray, to cancel the December 28,
25 2010 City Council meeting.

27 Motion carried unanimously.

29 F. Resolution 10-090, Approving the State of Minnesota Joint Powers Agreement with the
30 City of St. Anthony Village on Behalf of its Police Department.

32 Police Chief Ohl provided an overview of the proposed resolution to approve the State of
33 Minnesota Joint Powers Agreement with the City of St. Anthony Village on behalf of its Police
34 Department.

36 Mayor Faust noted that this resolution is a housekeeping issue.

38 Motion by Councilmember Gray, seconded by Councilmember Roth, to approve Resolution 10-
39 090; Approving the State of Minnesota Joint Powers Agreement with the City of St. Anthony
40 Village on Behalf of its Police Department.

• Today was the bid opening for the 2011 Street Project. The bids will be presented at the
January 11, 2011 City Council meeting.
• Agenda of upcoming City Council meetings.
• The Tobacco Ordinance that is currently under a moratorium will likely be presented for
first reading in March.
• The Ramsey County Administrators Meeting included an update on home foreclosures.
St. Anthony is the city with the least amount of foreclosures in Ramsey and Hennepin
Counties.
Councilmember Jenson reported on his attendance at the November 24, 2010 Kiwanis monthly
meeting and filling food packs at Feed My Starving Children on December 8, 2010.
Councilmember Roth reported on his attendance at the following events:
• December 13, 2010 Park Commission meeting. ISD #282 Athletic Director Troy Urdahl
presented on the projects in Central Park they had hoped to receive grant money for
through Hennepin County. The grants were not approved, but there is optimism that they
will be approved in the future.
• Cable Commission meeting last week. CTV 15 will be moving from its present location
to a new location in Roseville. The agreement reached will result in a 25% savings to the
city on the rent from the amount budgeted when the process began three years ago.
Councilmember Stille reported on his attendance at the following events:
• November 16, 2010 Planning Commission workshop meeting
• November 17, 2010 Metro Region of the Metro Cities meeting. There was discussion on
potential housing and the needs of seniors and baby boomers, and the demand for people
that want to stay in their own homes. As a city it is important keep vital aging as a goal.
• November 18, 2010 Family Services Collaborative Quarterly meeting
Councihnember Gray reported on his attendance at the December 6, 2010 Sister City Annual
Meeting. The dancers that visited St. Anthony this summer gave glowing reviews of their visit
to city hall and commented on how clean and well kept the city is.
Mayor Faust reported on his attendance at the following events:
• November 30, 2010 Quarterly Work Session with the ISD #282 School Board
• December 9, 2010 5`h Annual Winter Parking Lot and Sandlot Maintenance Class at city
hall
• December 13, 2010 Regional Council of Mayors Meeting with City Manager Mornson.
There was discussion on the Brookings Institution Metropolitan Policy Program as a new
approach to metro growth and cities taking the lead in selling regions.
• Middle Mississippi Watershed Management Organization meeting today. The meeting
included a review of the Executive Director's performance.
COMMUNITY FORUM.
Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda.

Hearing none, Mayor Faust moved forward with the agenda.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust announced that Three Rivers Park Commissioner Rosemary Franzese is retiring at
the end of this year. He noted that Commissioner Franzese also served on the St. Anthony
Planning Commission for 14 years and thanked her for her service to the area.
Mayor Faust thanked the Public Works Department for the can -do attitude and the work done to
clear the roads quickly during the recent snow storm.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 8:05 p.m.
