CITY COUNCIL REGULAR MEETING MINUTES
OCTOBER 9,2012
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:01 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

Motion by Councilmember Gray , seconded by Councilmember Jenson , to approve the City
Council Meeting Agenda of October 9, 2012.
Motion carried unanimously.
PROCLAMATIONS AND RECOGNITIONS.
None.
CONSENT AGENDA.
A. Consider September 25, 2012, Council meeting minutes;
B. Consider licenses and permits;
C. Consider payment of claims;
D. Consider Resolution 12-079; Approving Election Judges for the 2012 General Election;
E. Consider Resolution 12-080; Certifying Special Assessments for Delinquent Public
Utility Service Accounts to the 2013 Hennepin County Tax Rolls; and
F. Consider Resolution 12-081; Certifying Special Assessments for Delinquent Public
Utility Service Accounts to the 2013 Ramsey County Tax Rolls.
Motion by Council member Gray, seconded by Councilmember Jenson, to approve the Consent
Agenda items.
Councilmember Roth asked if the City certifies special assessments for delinquent public utility
charges every year.

Mayor Faust replied in the affirmative. He requested that City Manager Casey verify the PID #s
for the four Ramsey County properties that have the same PID # with four different addresses.
Motion carried unanimously.
PUBLIC HEARING.
None.
REPORTS FROM COMMISSION AND STAFF.
None.
GENERAL BUSINESS OF COUNCIL.
A. Ordinance 2012-08; Ordinance Amending Criminal History Background for Applicants
for City Employment and City Licenses (Second Reading). Mark Casey, City Manager,
presenting.
City Manager Casey stated this is the second reading and advised that § 32.50(A)(3) has been
revised to delete the reference to the City Council; in addition , § 111.002(C)(2) has been
amended to add "and any other licenses the city deems appropriate" and the last paragraph of that
section has been revised to delete the reference to the City Council.
Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Second
Reading of Ordinance 2012-08; Ordinance Amending Criminal History Background for
Applicants for City Employment and City Licenses.
Motion carried unanimously.
B. Ordinance 2012-09; Ordinance Amending Section 31.12; Mayor and Council members
Salaries (First Reading). Mark Casey, City Manager, presenting.
Mayor Faust explained this ordinance amendment increases the monthly salary of the Mayor
from $625 to $675, the monthly salary of the Mayor Pro Tern from $563 to $613, and the
monthly salary of Council members from $500 to $550. He indicated the ordinance will not go
into effect until January I, 2014, and noted it has been six years since these salaries were
adjusted.
Motion by Councilmember Roth , seconded by Councilmember Jenson, to approve First Reading
of Ordinance 2012-09; Ordinance Amending Chapter 31.12; Mayor and Council members
Salaries.
Councilmember Stille pointed out for the record that this is the first reading and there will be two
more readings of the amendment.

C. Ouarterly Goals Update. Mark Casey, City Manager, presenting.
City Manager Casey presented the 3rd quarter goals update and stated that the City's GreenCorps
staff member will attend the next City Council meeting to discuss areas where he will be
working, including implementing the phosphorous reduction grant program, Silver Lake clean-
up, and the rain garden workshops. He advised that the City installed 18 bike racks as part of its
effort to plan and encourage bike transportation, the 2012 street project has been completed , the
City continues to meet with Ramsey County regarding the private/public fiber ring owned by
Ramsey County, the seal coating program has been included in the 2013 budget, the summer
survival school program was completed, and the City's goal of developing a financing plan for
large equipment has been adopted in the 2013-2018 CIP.
Councilmember Stille requested an update regarding the Mirror Lake back flow preventer. He
also requested an update regarding the Dominion project.
City Manager Casey advised this item will go out for bid on October II and is being bid as part
of the Autumn Woods project. He added the City tried to bid this work separately but the prices
were not satisfactory so the project will be combined with Autumn Woods for a contractor doing
similar work. He stated the City anticipates the Dominion project will commence in early 2013.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey -No report.
Councilmember Stille reported on his attendance at Councilmember Gray's induction into the St.
Anthony Village Hall of Fame last weekend. He extended congratulations to Councilmember
Gray and stated Council member Gray gave a great acceptance speech, which reminded him of
the depth of knowledge Councilmember Gray brings to the City as a lifelong resident.
Councilmember Gray -No report.
Councilmember Jenson reported on his attendance at Council member Gray's induction into the
St. Anthony Village Hall of Fame last weekend and stated the City is privileged to have
Councilmember Gray's service to the community as a lifelong resident.
Councilmember Roth -No report.
Mayor Faust reported on his attendance at the following:
• October 151 City Council work session attended by all Councilmembers.
• Council member Gray's induction into the St. Anthony Village Hall of Fame last
weekend . He extended congratulations to Councilmember Gray and noted that only 25
individuals have been inducted into the Hall of Fame, which speaks highly of that select
group of people.

I • October 8th Regional Council of Mayors meeting. He stated that a copy of the Met
2 Council presentation was emailed to the City Council and includes information regarding
3 "MSP Thrive 2040" which looks at future demographics in the state and how to provide
4 transportation and jobs that will sustain the state into the future and distinguish the state
5 from other parts of the country.

7 VIII. COMMUNITY FORUM.

9 Mayor Faust invited residents to come forward at this time and address the Council on items that
10 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

Mayor Faust stated that Village Notes was recently published and copies are available at City
Hall. He reminded residents of the live sustainability training workshop on Thursday, October
II t\ at Silverwood Park which is being held with the cities of Falcon Heights, Lauderdale, and
St. Anthony and encouraged all residents to attend the event. He stated that the Chamber of
Commerce will be hosting a candidate forum on Monday, October 15 th , at 6:30 p.m. with the
candidates for Hennepin and Ramsey County Commissioner and the candidates for Senate seat
41 and House seat 41 b.
City Manager Casey reminded residents of the Fire Department's Open House on Saturday,
October 13 th , from 1 :00-4:00 p.m. at the fire station.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7: 17 p.m.
