RESOLUTION 13-084
A RESOLUTION AUTHORIZING THE APPLICATION FOR
METROPOLITAN COUNCIL 2013 CLEAN WATER FUND
INFLOWANFILTRATION GRANT PROGRAM
WHEREAS, the Minnesota Legislature, by Minnesota Laws 2013, chapter 137, article 2, section 9,
appropriated to the Met Council funds from the Legacy Amendment's Clean Water Fund
("Clean Water Fund" or "clean water fund") for State fiscal years 2014 and 2015, for
grants and loans for local sanitary sewer inflow and infiltration reduction ("I/I") programs
addressing high priority areas in the metropolitan area as defined in Minnesota Statutes
section 473.121, subdivision 2.
WHEREAS, the MCES has identified the City of St. Anthony Village as a contributor of excessive
inflow and infiltration to the MCES metropolitan sanitary sewer disposal system and thus
an eligible applicant for grant funds under the 2013 Clean Water Fund I/I Grant Program.
WHEREAS, grants are only for non -municipal sewer infrastructure (i.e. municipally owned trunks and
lateral pipes, lift stations and other related appurtenances are not eligible).
WHEREAS, grant monies will be awarded to pre -approved municipalities for a pre -determined
amount up to one-third (1/3) of total eligible project costs to a maximum of $2,000 per
site for work completed no sooner than July 1, 2013.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:
1) The Council authorizes the application for grant monies from the Metropolitan Council of
Environmental Services 2013 Clean Water Fund I/ I Grant Program
2) Todd Hubmer, City Engineer, is hereby designated as the individual responsible for receiving and
responding to all communication regarding matters related to the 2013 Clean Water Fund M
Grant Program, except for those actions that must be approved by the City Council.
