5 CALL TO ORDER.

7 Mayor Faust called the meeting to order at 7:00 p.m.
9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

15 Present: Mayor Faust; Councilmembers Jenson, Roth, and Stille.
16 Absent: Councilmember Gray.

23 I. APPROVAL OF OCTOBER 14, 2014, CITY COUNCIL MEETING AGENDA.

25 Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve the City
26 Council Meeting Agenda of October 14, 2014.

30 II. PROCLAMATIONS AND RECOGNITIONS.

32 A. Recognition of St. Anthony Fire Department and St. Anthony New Brighton School
33 District by Lt. Colonel Eric DiNatale, 55`h Civil Division.

35 Fire Chief Sitarz explained that Firefighter Seth Goettl is a member of the Minnesota National
36 Guard 55`h Civil Division and Mr. Goettl requested that the City and the School District partner
37 with the Minnesota National Guard on a training exercise conducted in July. He stated the
38 exercise provided an opportunity for the Fire Department to watch the National Guard conduct
39 training from a hazardous materials perspective and the exercise was another example of the
40 City's willingness to collaborate with others. He then introduced Lt. Colonel Eric DiNatale and
41 Sgt. First Class Seth Goettl from the Minnesota National Guard 55th Civil Division.

43 Lt. Colonel DiNatale thanked the Fire Department for partnering with them and stated it was a
44 great training event that included use of the high school gymnasiums and outdoor bleachers,
45 which provided a realistic training environment for them. He presented a Certificate of
46 Appreciation to Fire Chief Sitarz and a Certificate of Appreciation to Ms. Wendy Webster
47 representing the School District and thanked everyone involved in the training exercise.

49 Sgt. First Class Goettl stated the training exercise was intended to prepare for the All Star Game
50 in July and included training for hazardous materials incidents, dealing with an active shooter or

some sort of IUD explosion in which a building has to be evacuated and the high school area
provided an opportunity for them to train in an unfamiliar environment.
Mayor Faust expressed thanks and appreciation on behalf of the entire City and the City Council
to Lt. Colonel DiNatale and Sgt. First Class Goettl for their service and for working together
with the City and the School District. He also thanked Ms. Webster and the School District for
their willingness to participate in the training exercise.
9 Update from Fire Chief
10 Fire Chief Sitarz advised that the Police Department was called to an incident last Thursday and
11 due to the complexity of the situation and length of time required to resolve the matter, the
12 officers needed a place to warm up and have use of restroom facilities. He stated that at 2:00
13 a.m., the owner of Fitness Crossroad was contacted and without hesitation, Mr. Barry Tedlum
14 made the space available for emergency responders. He expressed thanks on behalf of himself
15 and Police Chief Ohl to Mr. Tedlund for his willingness to help out and for opening his doors
16 during a difficult situation.

18 Mayor Faust expressed the City Council's thanks and appreciation to Fitness Crossroad.

20 Fire Chief Sitarz advised that the Fire Department Open House was held last Saturday and the
21 attendance was their largest ever reported of 550 people. He thanked Firefighter Mattie Jaros for
22 organizing the open house.

43 VI. GENERAL BUSINESS OF COUNCIL.

45 A. Presentation from the University of Minnesota Sustainability Students.

47 Ms. Jessica Orr stated the Sustainability Studies Minor class has been working with the cities of
48 St. Anthony, Falcon Heights, and Lauderdale on the Capstone project.

Ms. Mabel Smebakken stated their class is split into groups focusing on areas such as water
management, waste management, and different types of energy use, and her group is working on
data collection from cities across the Midwest, including St. Anthony, Falcon Heights, and
Lauderdale, to collect information the cities are presenting in terms of sustainability -related
measures taken by the cities and finding ways to measure their goals and accomplishments.
8 Ms. Emma Siegworth stated she is working with the greenhouse gas reduction planning group
9 studying major sources of greenhouse gases and how small communities plan on reducing these
10 gases and what residents can do to reduce their greenhouse gases.

12 Mr. Massel Bostan stated his group is studying solid waste, recycling, and waste management
13 occurring in St. Anthony, Falcon Heights, and Lauderdale and are colleting data on what the
14 communities are doing and ways to improve recycling and waste management.

16 Mr. Jared Nelson announced the Sustainability Fair would be held on Thursday, November 20'h,
17 at 5:30 p.m. at Silverwood Park and stated they will have presentations and suggestions on
18 becoming more sustainable and the event is free and open to the public.

20 Mayor Faust thanked the students for their presentation and applauded their work on
21 sustainability.

23 B. Resolution 14-065; a Resolution Authorizing a Joint Powers Agreement between the City_
24 of Minneapolis and the City of St. Anthony Village. Mark Casey, City Manager,
25 presenting.

27 City Manager Casey explained that the Joint Powers Agreement formalizes an existing
28 agreement with Minneapolis for billing for utility services on 32 parcels that border the City,
29 adding that the agreement allows Minneapolis to certify any delinquent billing amounts.

31 Motion by Councilmember Roth, seconded by Councilmember Stille, to adopt Resolution 14-
32 065; a Resolution Authorizing a Joint Powers Agreement between the City of Minneapolis and
33 the City of St. Anthony.

37 C. Resolution 14-066; a Resolution to Support the St. Anthony -New Brighton School
38 District 282 Referendum for the Replacement of the Current Operating Levy and a
39 Curriculum and Technologv Capital Project Levy.

41 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 14-
42 066; a Resolution to Support the St. Anthony -New Brighton School District 282 Referendum for
43 the Replacement of the Current Operating Levy and a Curriculum and Technology Capital
44 Project Levy.

D. Resolution 14-067• a Resolution Accepting the South St Anthony Regional Storm Water
Treatment System Project Plans and Specifications and Ordering Advertisement for Bids.

City Engineer Messner presented a map depicting the location of the proposed storm water
treatment system project and explained that the site will be used as a research facility for
MWMO to determine the effectiveness of an alum oxide filtration system and a sand filter
system installed on the site. He stated the goal is to treat the water coming from the City's storm
sewer and removing the phosphorous before it goes into the Mississippi River. He stated the
project will monitor the amount of phosphorous being removed and whether other chemicals are
being removed from the storm water before heading south into Minneapolis and into the
Mississippi River. He stated the project is entirely funded by a $1.2 million grant from MWMO
and bids will be opened on December 17, 2014, and the project has a deadline of summer 2015.
Councilmember Jenson requested further information about the location of the drainage area.
City Engineer Messner stated that the drainage area is located in the right of way of Highway 88
and the chamber will be installed underground with some small monitoring equipment on the
site. He added there is currently a sampling manhole on the site that MWMO uses to collect
samples and a monitoring system that monitors rainfall data.
Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 14-
067; a Resolution Accepting the South St. Anthony Regional Storm Water Treatment System
Project Plans and Specifications and Ordering Advertisement for Bids.
Motion carried 4-0.
E. Ordinance 2014-04; an Ordinance Amendina Sections &32.04, 02.05, §32.07, 02.24
and &32.26. Related to the Planning Commission and the Parks Commission. Mark

City Manager Casey explained that the proposed ordinance amendment enables the City Council
to appoint the chair and vice chair of the Parks and Planning Commissions. He stated the
amendment also provides a stipend for the Parks Commission members of $25 per meeting
attended and $35 per meeting attended for the chair, as well as an increase of $10 per meeting
attended for the Planning Commission members.
Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve First Reading
of Ordinance 2014-04; an Ordinance Amending Sections §32.04, §32.05, §32.07, §32.24 and
§32.26, Related to the Planning Commission and the Parks Commission.
Motion carried 4-0.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey announced a public information meeting on Wednesday, October 22nd, at
6:30 p.m. regarding proposed alley improvements to the alley located between Silver Lake Road
and Coolidge. He advised at the conclusion of this meeting at approximately 7:00 p.m.,

information will be provided on the 2015 street improvement project. He also reported that
Congressman Keith Ellison will be holding a freight rail forum on Wednesday, October 15`h,
from 6:00-7:30 p.m. at the Fridley Community Center.
Councilmember Roth reported on his attendance at the October 6`h City Council closed meeting.
Councilmember Stille — no report.
9 Mayor Faust reported on his attendance at the September 30`h City Council work session with the
10 School District. He also reported on his attendance at the October P MWMO planning meeting
11 for the annual conference and the October 13`h Regional Council of Mayors meeting.

13 Councilmember Jenson reported on his attendance at the September 30`h joint meeting with the
14 School Board and City Council work session.

Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust reminded residents that Village Notes has been published. He also reminded
residents about the Sustainability Festival on Thursday, November 20`h, at 5:30 p.m. at
Silverwood Park.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:50 p.m.
