COUNCIL MINUTES
April 13,1976
The meeting was called to order by Mayor Miedtke at 7:35 P.M.
Present for roll call: Sauer, Stauffer and Miedtke
Absent: Sundland and Haik
Also present: Jerry Dulgar, City Manager

The minutes of the March 23rd Council meeting were corrected as follo
Page 2, para. 2: Insert "bills" for ".....bids which might be outstanding"
para. 5: Substitute "asked" for "instructed" Councilman Haik to
facilitate....."
Page 3, para. 7: "17,000" should be "$17,000"
Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the
March 23, 1976 minutes as corrected.
Motion carried unanimously.
Motion by Councilman Stauffer, seconded by Councilman Sauer to approve payment
of $2,500 to the St. Anthony High School Marching Band for their Hawaiian trip as
a payment for their cleanup efforts in the city on April 3rd.
Motion carried unanimously.
Motion by Councilman Sauer, seconded by Councilman Stauffer to substitute "30
minute parking" for the existing "no parking" restrictions for the north side of
33rd Avenue N.E. for 300 feet east of Silver Lake Road so that residents may more
easily conduct business at City Hall.
Motion carried unanimously.
Mrs. Florence Marks, accompanied by several members of her Girl Scout Troop 1586
told the Council of their investigations of the old St. Anthony cemetery north
of 2s+.n Avenue N.E. on Stinson Boulevard. She said rubbings made by the girls had
rev L... that one of the gravemarkers was for Elizabeth Stone who was buried on
July 14, 1853 and further investigations led to the belief that other burials had
been made in the same area even a few years earlier. Mrs. Marks also said Fir.
Henry Jenniges, an early resident of the City had supplied more background history
on the cemetery including the fact that when Stinson Boulevard was constructed in
the 30's there were many human bones unearthed and reburied in the cemetery.
Councilman Haik arrived at 7:40 P.M.
Mrs. Marks said that though Hennepin County has no actual record of the existence
of the cemetery, the Hennepin County Historical Society had indicated an interest
in establishing the cemetery as a historical landmark, believing that it is the
oldest cemetery in the county. They will provide certification if the City will

prove ownership and agree to provide maintenance of the cemetery.
Motion by Councilman Stauffer, seconded by Councilman Haik to request the City
Manager make efforts to take ownership of the did St. Anthony cemetery and to
indicate to the Hennepin County Historical Society the City's willingness to
continue maintenance of the cemetery in order that it might be designated as a
historical site.
Motion carried unanimously.
Motion by Councilman Sauer, seconded by Councilman Stauffer to indicate to
Columbia Heights the City's willingness to enter into a joint power agreement
whereby that portion of Stinson Boulevard near Silver Lane which is owned
by St. Anthony, will be improved as a joint improvement project with Columbia
Heights.
Motion carried unanimously.
Councilman Haik said she did not believe all the residents on Silver Lane who
are on the Columbia Heights water system are willing to take on the extra expense
of hooking up to the City water system and she and Councilman Stauffer felt it
should by the responsibility of Columbia Heights to inform them that Columbia
Heights intends to eliminate its water main connection at Silver Lane and Stinson
Boulevard.
Motion by Councilman Haik, seconded by Councilman Sauer to indicate to Columbia
Heights that the City of St. Anthony is willing to accept into our water system
those homes which Columbia Heights has requested be eliminated from their service.
Motion carried unanimously.
Letter from Mr. Rosinski, principal of St. Anthony High School, discussed and
filed.
Motion by Councilman Stauffer, seconded by Councilman Haik to enter into an
agreement with Ramsey County whereby the City will sweep Silver Lane, Silver Lake
Road and County Road D which are county roads.
Motion carried unanimously.
fir. Duigar's report on fire runs in the last two years for which Maintenance Dept.
personnel were either on alert or provided standby assistance to the Fire Dept. was
discussed along with the possibility of raising the amount of compensation paid
to the Maintenance Dept. for this service. Councilman Sauer was opposed to
payin, the men for the times when they did not actually go out on a fire call since
he f Their regular salaries should compensate them for such times and he moved
to deny the employees request for a raise of more than the $30.00 they now are
paid for such service.
His motion died for lack of a second.
Other Council members felt there might be some justification for a small raise
since none had been granted for the back up service for the last 7 or 8 years.
Motion by Councilman Stauffer, seconded by Councilman Haik to grant an increase
of $4.00 per month to the Maintenance Dept. employees for their backup assistance
to the Fire Dept.

Mr. Fornell's status report on Section 8 Rent Assistance Program was reviewed
and filed.
The report on legal fees paid for the last six years was discussed and the
Manager said a similar report on fees paid the City Engineer was forthcoming.
The short phone survey made by Mr. Fornell regarding licensing of law -omats
and dry cleaning establishments was discussed.
The Council decided that since most licenses for the year have already been renewed
Mr. Dulgar and lir. Fornell should continue their research and provide enough
information on which a review of the entire licensing procedure could be made
by the Council for next year.
Motion by Councilman Sauer, seconded by Councilman Stauffer to table action on
licensing for further staff research with a request that the Manager give his
recommendations by September 1, 1976.
Motion carried unanimously.
Dennis Engle of the Wilshire Park PTA reported that Mr. ldayne Leonard of the
Ramsey County Highway Department would discuss his recommendations for providing
greater pedestrian safety on 37th Avenue near INN shire School at the meeting of
the PTA Board in the school at 8:00 P.M. April 20, 1976.
Mr. Dulgar told the Council that the new labor contracts he was recommending be
signed for the municipal liquor stores would result in raises of between 77 and
80, but no other changes.
Motion by Councilman Haik, seconded by Councilman Sauer to approve the labor
contracts with Local 17 of the Bartenders Union and Local 792 representing the
municipal off sale employees, as negotiated by the Manager.

Cor+ici;aan Stauffer reminded the Council of the dinner meeting of the Suburban
Rate Authority scheduled for April 21st and the f.anager said Councilman Sundland
had indicated he intended to attend.
Motion by Councilman Stauffer, seconded by Councilman Sauer to approve all licenses
listed in the April 13, 1976 agenda.
Motion carried unanimously.
The Manager said he was already in contact with Ramsey County regarding the
shortness of the "Walk" signals at the corner of Silver Lake Road and Silver Lane
and 39th about which Councilman Haik had received several complaints from residents
of Emerald Lane. He also mentioned the difficulties he had experienced in trying

to secure the payment of MSA funds which had been promised for semaphores recently
installed in the City and told of the measures he was taking to correct the
problem.
Motion by Councilman Haik, seconded by Councilman Sauer to approve payment of
$217.99 and $312.00 to Comstock & Davis for engineering services.
Motion carried unanimously.
Motion by Councilman Stauffer, seconded by Councilman Sauer to approve payment of
$750.00 to the League of Minnesota Municipalities for labor relations subscriber
service.
Motion carried unanimously.
Motion by Councilman Sauer, seconded by Councilman Haik to approve p6 ent of
$15,824.85 to the State of Minnesota Highways for partial payment for Lhe
semaphores installed at the intersection of St. Anthony Boulevard and Kenzie
Terrace.
Motion carried unanimously.
Motion by Councilman Sauer, seconded by Councilman Stauffer to approve payment
of $690 to Constructive Design for final payment on architectural/engineering
services provided for the remodelling of the new civic center.
Motion carried unanimously.
Motion by Mayor Miedtke, seconded by Councilman Stauffer to approve payment of
$5,988.88 to the Layne Minnesota Company for routine maintenance work on Well #5•
Motion carried unanimously.
Mayor Miedtke announced that there would be an Open House held at the new city
offices from 6 to 8 P.M. preceding the regular Council meeting April 27, 1976.
Motion by Councilman Sauer, seconded by Councilman Stauffer to approve payment of
all verified claims listed in the April 13, 1975 agenda.
Motion carried unanimously.
Mr. Dulgar replied to the query regarding the decline in sales by the municipal
liquor store by saying neighboring communities were experiencing an even greater
slue in sales. He discussed how the sales figures are affected by the drop in
wh- o• le liquor prices and the proliferation of discount liquor establishments.
Motion by Councilman Haik, seconded by Councilman Sauer to adjourn the meeting at
the record breaking hour of 8:50 P.M.
