5 CALL TO ORDER.

7 Mayor Faust called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

15 Present: Mayor Faust; Councilmembers Gray, Jenson, and Stille.
16 Absent: None.
17 Also Present: City Manager Mark Casey and Police Chief John Ohl.

24 I. APPROVAL OF THE JANUARY 27, 2015, CITY COUNCIL MEETING AGENDA.

26 Mayor Faust noted the addition of item II.A. (Recognition of Former Councilmember Roth).

28 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
29 Council Meeting Agenda of January 27, 2015.

31 Motion carried 4-0.

33 Il. PROCLAMATIONS AND RECOGNITIONS.

35 A. Recognition of Former Councilmember Jim Roth.
36
37 Mayor Faust expressed the City Council's thanks to former Councilmember Roth and presented
38 him with a plaque in appreciation for his seven years of dedicated service.

40 Mr. Roth thanked the City Council and stated the City is lucky to have a City Council and
41 employees that make this City a great place to live.

43 City Manager Casey thanked former Councilmember Roth on behalf of all City staff and stated
44 that without former Councilmember Roth's support, the City would not have been able to
45 accomplish everything it did during his time on the City Council.

47 III. CONSENT AGENDA.

Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the Consent
Agenda items.
IV. PUBLIC HEARING - NONE.

12 VI. GENERAL BUSINESS OF COUNCIL.

14 A. Presentation from Inland Real Estate Corporation Brenda Thomas presenting_
15
16 Mayor Faust introduced Ms. Brenda Thomas from Inland Real Estate Corporation, attending in
17 place of Mr. Plessner.

19 Ms. Thomas explained that the Wal-Mart lease term expires in March 2025 and as of this time
20 Wal-Mart retains ownership of the building until Inland has the right to take the building in April
21 2017. She reported Inland started with 26 prospects for the site and the list of prospects is down
22 to three with the goal of finding a tenant for the entire space previously occupied by Wal-Mart.
23 She noted that Inland has rejected offers that require any change from a retail use and Inland
24 remains committed to getting the space filled with the right tenant. She advised that Cub Foods
25 is still very strong and the effect of the Wal-Mart closing has not been as detrimental as it could
26 have been without the presence of Cub, the medical use, upscale hair salon, and other retail,
27 adding there is still a lot of traffic coming into the shopping center. She stated that Inland
28 remains committed to making sure the area remains clean and ready for a new tenant.

30 Councilmember Stille thanked Ms. Thomas for the update and for reinforcing the fact that this is
31 Inland's project and not a City project. He stated the City has kept a watchful eye on the
32 shopping center but responsibility for the space falls squarely on Inland Real Estate Corporation.

34 Mayor Faust thanked Ms. Thomas for attending and providing an update on such short notice.

36 B. Crime Prevention Overview by Chief John Ohl and Sergeant Jon Mangseth
37
38 Police Chief Ohl provided an overview of the crime prevention program and discussed the
39 importance of establishing relationships throughout the City. He advised that Sergeant Mangseth
40 reorganized the crime prevention program in 2014 and new programs being rolled out in 2015
41 include partnering with the high school to do another CSI program, which was a great success
42 the last time it was offered. He stated Sergeant Mangseth is also working with the Family
43 Services Collaborative and the high school on some outreach regarding texting and driving and
44 the Police Department was able to secure a crashed car that will be on display at the high school
45 during an assembly with Officer Spiess presenting a districted driver course during the assembly.
46 He advised that other programs in 2015 include an initiative on workplace violence, increased
47 social media, and the Citizens Academy. He stated they have had difficulty getting enough
48 people to commit to the Citizens Academy and will be offering the more popular classes in one

evening on topics such as use of force and drinking and driving. He stated the Police
Department is always looking for ways to reach out to the community and make positive
contacts within the community and credited Sergeant Mangseth for all the work he has done on
the crime prevention program.
Mayor Faust commended Police Chief Ohl and Sergeant Mangseth for their dedicated efforts and
innovations in community policing.
9 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

11 City Manager Casey reported that information about organized collection has recently been
12 published in the newsletter and utility bills. He presented a map of the three organized collection
13 zones and advised that on February 9th, the City will be sending out a tri -fold mailer with
14 information about collection zones and the mailer will be sent again the week of March 2"d; in
15 addition, the collectors will be taping the mailer to the collection bins. He stated that on March
16 25`h, 26`h, and 27`h, residents are asked to take their refuse, recycling, and yard waste carts to the
17 end of their driveway and the haulers will switch out the carts for service beginning April 1". He
18 stated further information is on the website and encouraged residents to call with any questions.

22 Councilmember Stille reported on his attendance at the January 26`h Planning Commission
23 meeting.

27 Mayor Faust reported on the City Council's attendance at the January 15-16 goal setting retreat
28 with the City Manager and department heads along with the Parks and Planning Commission
29 Chairs. He also reported on his attendance at the January 201h Chamber of Commerce meeting
30 and his attendance at the January 27`h MWMO all day retreat.

32 VIII. COMMUNITY FORUM.

34 Mayor Faust invited residents to come forward at this time and address the Council on items that
35 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

37 IX. INFORMATION AND ANNOUNCEMENTS - NONE.

39 X. ADJOURNMENT.
