APPROVAL OF THE JANUARY 13, 2015, CITY COUNCIL MEETING AGENDA. Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of January 13, 2015. Motion carried 4-0. II. PROCLAMATIONS AND RECOGNITIONS. A. Donation to the St. Anthony Village Fire Department from Mr. Roy Qua . Fire Chief Sitarz introduced Mr. Roy Quady. Mr. Roy Quady, 2713 33rd Avenue NE, stated he was delighted to have been able to present a $10,000 donation to the Police Department in May 2014 from the Mlinar sisters and tonight he would be making a matching donation to the Fire Department. He provided a brief history of his mother and her two sisters who lived in St. Anthony for a combined total of 90 years. He stated the Mlinar sisters loved St. Anthony and appreciated the valiant firefighters and police officers and he was making the donation on behalf of his mother and her two sisters, adding it was his hope that St. Anthony residents would consider making a generous donation to the City. Fire Chief Sitarz thanked Mr. Quady and his family for their generous donation. Mayor Faust expressed the City Council's thanks and appreciation to Mr. Quady for their donation and stated he was hopeful this donation spurs other residents to think about their benevolence toward the public employees who serve, especially those who come to us in times of need and answer the call for help. 1 2 City Council Regular Meeting Minutes January 13, 2015 Page 2 2 B. Swearing in of St. Anthony Village Police Officer Andrew Kukowski. 4 Police Chief Ohl thanked Mayor Faust and the City Council for their recent letter in response to 5 what he and many others describe as unfair treatment in the news media related to the police 6 profession. He then introduced Police Officer Andrew Kukowski and stated Officer Kukowski 7 was raised in St. Anthony, graduated from St. Anthony Village High School, served as a Police 8 Reserve, and was hired in 2011 as a full-time CSO. He welcomed Officer Kukowski's parents, 9 siblings, wife, and many friends in attendance this evening. 10 I l Mayor Faust administered the oath of office to Police Officer Andrew Kukowski and 12 congratulated him on becoming a St. Anthony Police Officer. 13 14 I11. REPORTS FROM COMMISSION AND STAFF - NONE. GENERAL BUSINESS OF COUNCIL. A. Northeast Youth and Family Services. Jerry Hromatka, NYFS President and CEO, presenting, Mayor Faust introduced Mr. Jerry Hromatka, President and CEO of Northeast Youth and Family Services. Mr. Hromatka presented an update on 2014 activities and advised that NYFS serves all ages with its primary population being 5-21 year olds and each year they serve about 4,000 youth, families, and individuals with an annual budget of $3.2 million. He described the three program areas of mental health, youth development, and day treatment and stated that further information is available at www.nyfs.org. He presented the 2013-2014 service summaries and advised that in 2013 there were 18 households that received approximately $10,000 worth of services and the City's contracted amount was $3,500. He stated that through September 2014, NYFS served 32 households at a cost of $11,000 and once again, the City's contracted amount was $3,500. He stated that for every dollar put into these programs, $4 to $6 is saved down the road and the dollars from the City helps NYFS leverage funding and bring in more dollars. He reviewed current trends in behavioral health care and physical health care, the aging population, and efforts related to achievement gaps. He also discussed NYFS partnerships, including partnerships with the faith community and business community. Councilmember Gray requested further information about working with businesses and helping kids get employment with these businesses. Mr. Hromatka stated that NYFS brings in volunteers and conducts site visits as a way to match the kid's interests with jobs and provided an example of a Land O'Lakes service project involving a fall cleanup and that service project has evolved into a program where Land O'Lakes employees volunteer as mentors with NYFS youth. He stated that NYFS has recently made connections with Vogel's Steelworks, a metal printing and sheet metal company interested in helping young girls learn about that craft. Councilmember Stille thanked Mr. Hromatka for the update and commended him for all his work with NYFS. Mr. Hromatka expressed thanks to the City for its continued support of NYFS. B. Resolution 15-013; a Resolution Accepting Resignation and Declaring a Vacancy of Seat on the City Council. Mark Casey, City Manager, presenting. City Manager Casey presented the resolution accepting the resignation of Councilmember Roth and declaring a vacancy. He explained that the City Council has the option of either appointing someone now to complete Councilmember Roth's term or the City Council can take applications, 3 4 City Council Regular Meeting Minutes January 13, 2015 Page 4 interview candidates and appoint someone to fill the vacancy at a later date. He stated an advertisement announcing the vacancy could run in the Bulletin on January 215' and 28`n Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 15- 013; a Resolution Accepting Resignation and Declaring a Vacancy of a Seat on the City Council. Motion carried 4-0. 9 It was the consensus of the City Council to direct staff to advertise the vacancy on the City 10 Council in the Bulletin on January 2151 and 28'n and to interview candidates and appoint someone 11 to fill the vacancy at a later date. 12 13 Mayor Faust thanked Councilmember Roth for his seven years of dedicated service. 14 15 Councilmember Jenson thanked Councilmember Roth for his service. 16 17 Councilmember Gray thanked Councilmember Roth for his service and stated he will be missed. 18 19 Councilmember Stille thanked Councilmember Roth for his service. 20 21 C. Ouarterly Goals Update. Mark Casey, City Manager, presenting. 22 23 City Manager Casey presented the fourth quarter update and advised that the City Council 24 received a presentation at its December 23`d meeting regarding the effect of tiered water rates on 25 conservation and the data validated the effects of the City's strategic projects and how that 26 impacts I&I. He stated that the City is constructing a municipal fiber optic network and Phase 1 27 of the project is complete and staff is now working on connecting the City's assets along with 28 connection to the Metro iNet. He reported that staff has worked with the Humphrey School of 29 Public Affairs on a project that produced options for the City on a variety of community 30 engagement projects and these tools will serve as a base for improving the City's efforts to 31 engage residents. He stated that the City has worked on its Sources and Uses document and 32 reviewed some of the City's expenses and revenues through 2031 and this will help the City plan 33 into the future and prioritize expenditures. He advised the City added a couple of cooperative 34 partners in 2014 and conducted a tech dump recycling event. 35 36 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 37 38 City Manager Casey presented a map of the City before and after the implementation of 39 organized collection and stated that organized collection will begin April 151 and the City will be 40 split into three zones and the collectors will stay in their contracted zones. He indicated that 41 further information would be forthcoming in the newsletter, in utility bills, and a mailer to all 42 residents. He added that residents can also call City Hall with any questions. He also expressed 43 thanks on behalf of all the City employees to Councilmember Roth for his service. 44 45 Councilmember Gray reported on his attendance at the December 30 strategic planning 46 committee meeting for the North Suburban Communications Commission.
