7 Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

25 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
26 Council Meeting Agenda of September 22, 2015.

30 II. PROCLAMATIONS AND RECOGNITIONS

32 A. Presentation by Tom Miller, St. Anthony Kiwanis
33
34 Mr. Tom Miller, St. Anthony Kiwanis introduced Michael Kirschling, Tom Rapacz, and Jack
35 Kiefner who all were in attendance at the meeting. Michael Kirschling thanked the community
36 as well as their past support for the St. Anthony Kiwanis over the years. Monies raised are used
37 to support numerous community projects. Peanut Day in St. Anthony is the Kiwanis number one
38 source of income. The Kiwanis support two St. Anthony High School scholarships, K -Kids in
39 elementary school, Builders Club in middle school, Key Club in high school, and Action Club in
40 the Community Center. This year will be the 44`x' year Kiwanis has held annual Peanut Day in St.
41 Anthony. Peanut Day started in 1951 in the Chicago area. Kiwanis International is also
42 celebrating their 1000' year. Mr. Kirschling thanked the City Council for their support on behalf
43 of all the Kiwanis.

49 Councilmember Jenson presented the Proclamation for St. Anthony Peanut Day Friday,

2 WHEREAS, the Kiwanis Club of St. Anthony Village is an organization dedicated to helping the
3 youth of St. Anthony community educationally and spiritually; and

5 WHEREAS, the Kiwanis Club of St. Anthony Village is also committed to other community
6 services; and
7
8 WHEREAS, in order to raise funds for its many programs, the Kiwanis Club of St. Anthony
9 Village has requested a day be set aside in St. Anthony Village for the sale of peanuts.

I 1 NOW, THEREFORE, BE IT RESOLVED, the St. Anthony Village City Council hereby
12 designates FRIDAY, SEPTEMBER 25, 2015 as ST. ANTHONY KIWANIS PEANUT DAY.

14 Mayor Faust stated the City appreciates all the work the Kiwanis do in the community. He stated
15 it is always good to see new faces, which shows it is a sustainable organization that keeps
16 moving forward and people subscribe to the good work the Kiwanis do. Mayor Faust
17 congratulated the Kiwanis on their 100 -year anniversary, noting Councilmembers Jenson and
18 Stille are active members of the Kiwanis. The Kiwanis distributed peanuts to the
19 Councilmembers. The 44 years the St. Anthony Kiwanis has been doing work in the City is
20 excellent too.

28 Mayor Faust requested consideration of the September 8, 2015, City Council meeting minutes be
29 removed from the Consent Agenda and the minutes be approved at the next meeting.

31 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve the Consent
32 Agenda Items B. Licenses and Permits, and C. Claims, as presented.

40 VI. GENERAL BUSINESS OF COUNCIL

42 A. Fire Prevention Presentation. Chris Fuller & Mattie Jaros St. Anthony Fire Department
43 presenting

45 Mayor Faust welcomed Chris Fuller and Mattie Jaros, representing the St. Anthony Fire
46 Department. He noted they are on duty so if they need to leave quickly to do lifesaving efforts
47 they will be excused. Chris Fuller and Mattie Jaros provided a PowerPoint presentation on
48 Smoke Alarms. They provided Facts, Types of Detection, Installation, Maintenance, and Other

1 Considerations. Information sheets outlining the Smoke Alarm Requirements for Residential
2 Occupancies and Smoke Alarms in U.S. Home Fires Fact sheet were provided to the Council.
3 Mattie Jaros gave an example of a smoke alarm sound. All residents are invited to attend the Fire
4 Department Open House that will be October 3s' from 1:00 p.m. to 4:00 p.m. New this year, the
5 Village Big Rigs will be in the south parking lot. There will be a lot of fire and safety messages
6 for the kids and the adults will have blood pressure checks as well. Information about the Open
7 House has been distributed in the schools and they are hoping to see a lot of families attend.
9 Mayor Faust noted when homes are being remodeled, smoke detectors and CO detectors are
10 checked to make sure they are properly installed during the home inspection per State Statute. He
11 asked when a home is sold is there any inspection done. Chris Fuller stated if a home inspection
12 is done it will be brought up but it is the law that every home have smoke detectors. The Fire
13 Department is relying on everyone's good faith and their desire to be safe.

15 Councilmember Jenson asked if the Open House will be advertised on the marque in front of
16 City Hall. Mr. Casey stated it would be.

18 Chris Fuller stated they have great attendance every year and go through 500 hotdogs. Maddie
19 Jaros stated they have increased the hotdog count this year so hopefully they are prepared.
20
21 Mayor Faust thanked the Fire Department for the work they do and their outreach to the
22 community. They practice what they preach when you cant' along with you those extra smoke
23 detectors that are loaned to residents needing them. Mayor Faust noted they are diligent to get
24 the loaned smoke detectors returned within a reasonable time.

26 B. Ordinance 2015 -05 an ordinance Amending Mayor and City Councilmembers Salaries
27 Wd of 3 readings)

29 Mayor Faust reviewed this ordinance amendment would increase the monthly salary for the
30 Mayor and Councilmember's by $50.00 per month. To comply with Minnesota State Law, this
31 ordinance will take effect January 1, 2016. The Mayor's salary will be increased from $675 to
32 $725 /month, the Mayor Pro tem's salary will be increased from $613 to $663 /month, and the
33 Councilmembers' salary will be increased from $550 to $600 per month. For historical purposes,
34 the last time this ordinance was amended was three years ago in 2012. This is the second
35 reading of this ordinance amendment. Mayor Faust stated this is the only compensation the
36 Council receives. He stated it's not enough to pay the Council for what they do but it's enough of
37 a stipend.

39 Motion by Councilmember Gray, seconded by Councilmember Breyer, to approve Second
40 Reading of Ordinance 2015 -05 an Ordinance Amending Mayor and City Councilmembers
41 Salaries.

45 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

47 Mr. Casey stated the Village Big Rigs is a new program for this year. It will be advertised in the
48 newsletter, the marque and on the website. Village Big Rigs was a slight change from the Touch

1 a Truck event that was held at Silver Lake Village on 39 "' Avenue. Along with the Fire
2 Department Open House there will also be public works and police vehicles for residents of all
3 ages to see some of the nice equipment the City operates with and give the younger children a
4 chance to see the vehicles up close.
6 Mr. Casey complimented Faith Methodist on their rain garden in their parking lot. They did this
7 on their own without the City asking them to do it. They had excellent cooperation from various
8 community members. They received funds from the MWMO and some work from the girl scouts
9 and the folks from Nativity helped them.

11 Mr. Casey noted the street project is completed for the year and he thanked residents for their
12 patience during construction.

14 Mr. Casey stated a Green Corp member started and she will be with the City for the next ten
15 months. She will provide a presentation to Council. She will be out and about throughout the
16 Community. Green Corp is funded through the MPCA and provides someone who has some
17 sustainable or environmental college graduates to help the City advance some of the
18 sustainability initiatives.

20 Councilmember Stille stated on September 15, Council participated in a tabletop exercise. This
21 was a mock disaster with the incident being a trail derailment. It was a practice and was covered
22 by all departments of the City. Ramsey County helped guide through that particular mock event.
23 It was a good learning experience. It is good to be prepared in the event something happens, but
24 hope it never does.

26 Councilmember Stille stated on September 19, he attended Mississippi Water Management
27 Organization Open House at their new facility on Marshall and Lowry. The facility was designed
28 to filter water and provide demonstrations on how water is filtered. It is also a national park. He
29 encouraged residents to visit the facility.

31 Councilmember Gray stated he also attended the tabletop exercise.

33 Councilmember Brever stated she attended the tabletop exercise and a Park Commission
34 Meeting on September 14 where the Commissioners heard a report on the bike paths.

36 Councilmember Jenson stated on September 10, he attended the Community Services Advisory
37 Committee Meeting. This was the first meeting for the new school year 2015 — 2016 and they
38 discussed plans for the upcoming year. The Committee will be expanding their capability of
39 communicating to residents who no longer have children in school. That is a new service to be
40 provided.

42 Councilmember Jenson stated on September 16, the St. Anthony History Committee sold 600
43 copies of the history book. There are 72 of the World War II books remaining of the original
44 250 copies.

47 Mayor Faust stated on September 14 was the Regional Council of Mayors Meeting. There was a
48 presentation by Joe Minicozzi from North Carolina who spoke about development and how to

1 look at development vertically and horizontally through GIS and taxes. The information will be
2 shared with the City and also with the Council. He noted this is a different way to look at
3 development and too many times the City looks at it more linearly and it should be looked at
4 more holistically. When talking about sustainability, it should be looked at through that lens.
5 There was a presentation of Minneapolis /St. Paul Regional Indicators called a dashboard. They
6 selected different things: economy, business vitality, education, infrastructure, environment, and
7 livability. On a number of these things, this region came out quite high on. The region came out
8 lower on diversity and inclusion of education with our population in terms of educating
9 everyone. Comparisons were made to the cities of Atlanta, Austin, Boston, Chicago, Dallas -Fort
10 Worth, Denver, Phoenix, Pittsburgh, Portland, Seattle, and San Francisco, which are similar
11 types of communities. Mayor Faust stated when looking at all indicators, Minneapolis /St. Paul is
12 in the top third of those comparable communities. These communities are considered leaders.
13 This gives a way for businesses to look at the region to see how the area should grow and what
14 needs to be done. In some areas we are low on and we need to pay attention to that.

16 Mayor Faust stated on September 15, he attended the tabletop exercise and commended Mr.
17 Casey on the inclusion of all the individuals who were there. In the case of a disaster, a tornado
18 which we have had once, whether it's a fire, train derailment or whatever the case might be,
19 everyone will need to be involved. He was impressed with the Canadian Pacific's representative
20 who is the Hazardous Material and Environmental Health and Risk Officer. Mayor Faust stated it
21 gave him an appreciation for the railroad and their ability to work with us should a disaster
22 occur. It was a great first step and there are some questions that need to be answered which will
23 be pursued through the Fire Chief. He stated it was a great exercise conducted and thanked
24 everyone.

26 Mayor Faust stated on September 19, he attended the Mississippi Water Management's Open
27 House for their Storm water Park and Learning Center. The area is 1.3 acres and takes care of
28 water in 1.7 acres. The rain garden will handle 7 -8 inches of rain in one day and was put to the
29 test last week. There is also a cistern that sits out in front. Mayor Faust explained it handles a 1-
30 inch rainfall and lets it out into the rain garden during the non -rainy rimes. He stated it is a great
31 Organization and the City of St. Anthony is intrical with them. He stated City Council from St.
32 Anthony, Mpls, Lauderdale, Fridley, Falcon Heights, Columbia Heights, Fridley, State
33 Representatives and State Senators all were present. It was a wonderful opportunity.

35 VIII. COMMUNITY FORUM.

37 Mayor Faust invited residents to come forward at this time and address the Council on items that
38 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

40 IX. INFORMATION AND ANNOUNCEMENTS.

42 Rice Creek Watershed District has put out the quarterly newsletter and had an article "Silver
43 Lake — A Success Story". Copies are available at City Hall and also on the website. Mayor Faust
44 thanked the staff for their work on it.
