More specifically, the City Council finds that the requested variance is justified for the following reasons: a. Strict enforcement of the setback would cause a practical difficulty in updating the home, improving aesthetics, and allowing a better use of the entry of the home; b. The request will not alter the essential character of the neighborhood; c. Allowing the variance would be in keeping with the general purposes and intent of the City's Code and Comprehensive Plan to provide for compatibility of different land uses and protect the access of light and air. The project will not overcrowd the land or concentrate structures.
