More specifically, the City Council finds that the requested variance is justified for the following reasons: a. Strict enforcement of the setback would cause a practical difficulty in updating the home, improving aesthetics, and allowing a better use of the entry of the home; b. The request will not alter the essential character of the neighborhood; c. Allowing the variance is in harmony with the general purposes and intent of the City's Code to provide for compatibility of different land uses. The project will not have an impact on land use compatibility overcrowding the land and concentrating structures nor will it impede access to light or air.
