CITY COUNCIL REGULAR MEETING MINUTES
MAY 12, 2015
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.

APPROVAL OF THE MAY 12, 2015, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Brever, to approve the City
Council Meeting Agenda of May 12, 2015.
Motion carried unanimously.
PROCLAMATIONS AND RECOGNITIONS.
A. Announcement of the Chamber's Villager of the Year and Business of the Year. Wendy
Webster presenting.
Ms. Wendy Webster, President of the St. Anthony Area Chamber of Commerce, stated the
Chamber presented its annual Villager of the Year and Business of the Year awards on April 10h
and was pleased to announce that the 2015 Business of the Year is the McReavy Family. She
stated the McReavy family have been residents since 1963 and the family remains committed to
St. Anthony through its sponsorship of numerous community events. She stated the nomination
for the 2015 Villager of the Year award was handwritten by two 7`h grade students and was
proud to announce that the 2015 Villager of the Year is Carl Nowlin, a 1995 graduate of St.
Anthony Village High School and third grade teacher at Wilshire Park Elementary. She stated
that Mr. Nowlin was recently diagnosed with ALS and retired from teaching in March but
continues to volunteer at the school on Fridays.
Mayor Faust extended the City Council's congratulations to the Villager of the Year and
Outstanding Business of the Year and thanked the Chamber for acknowledging these individuals.

12 VI. GENERAL BUSINESS OF COUNCIL.

14 A. St. Anthony Police Crime Prevention Program Overview. Police Chief John Ohl and
15 Sergeant Jon Mangseth presenting.

17 Police Chief Ohl stated that Sergeant Mangseth has been in charge of the crime prevention
18 program for a long time and recently reorganized the program and reinvented some of the
19 program offerings. He introduced the Police Department's new CSO, Ismail Turay.

21 Community Service Officer Ismail Turay stated he was born in Liberia, a country engaged in a
22 civil war, and the things he enjoyed most as a kid included playing soccer and going to the beach
23 because it took him away from the war. He stated he moved to the United States ten years ago
24 and taught himself English by listening to his friends and repeating them. He stated he is a great
25 observer and easily learns by listening and has always used the people around him to learn and
26 become a better person and serve those around him. He stated he enjoys working at the Police
27 Department and has learned a lot from the officers and looks forward to serving the citizens.

29 Mayor Faust welcomed Community Service Officer Ismail Turay to the United States and to St.
30 Anthony.

32 Sergeant Mangseth presented an update on the crime prevention program and discussed the
33 Police Department's involvement with the high school's crime scene investigation class. He
34 explained that the Department taught a class on search and seizure and witness identification and
35 lineups and the officers also taught the students about defensive tactics and did some practical
36 demonstrations. He advised they were asked to be part of a student assembly on distracted
37 driving and "Minnesotans for Safe Driving" allowed the Police Department to use a crash car
38 that was involved in a fatal accident due to distracted driving and speed and had the vehicle on
39 display at the high school during the week of April 13 -17. He stated they also showed a video
40 from Minnesotans for Safe Driving narrated by a 19 year old female involved in a fatal accident
41 and the video provided a very moving description of the impact of tragic accidents involving
42 distracted driving. He stated the Summer Survival School will again take place in June, the
43 Police Department will also participate in Minnesota Night to Unite on August 4`h and
44 VillageFest on July 31 and August 1 -2. He advised they have revamped the Citizens Academy
45 and are moving away from an eight -week commitment and will be offering three of the most
46 popular classes, i.e., driving under the influence, defensive tactics and use of force, and firearms.

Mayor Faust expressed the City Council's appreciation to the Police Department for all their
efforts and for reaching out to the community.
B. Fiber Connection Agreement between City of St. Anthony and St. Anthony -New
Brighton School District Mark Casey City Manager presenting.
City Manager Casey presented an agreement with St. Anthony -New Brighton School District for
the build out and future maintenance of a fiber optic connection between City Hall and Roseville
as well as between St. Anthony High School and TIES. He reviewed the planned build out as
outlined in the agreement and explained that the City's connection to metro I -Net through the
City of Roseville results in the City being removed from the Comcast institutional network at no
cost to the City and noted there is a one -time cost of approximately $3,000 for extending the
connection from the Silver Lake Liquor Store to 39`h and Stinson. He stated the proposed
agreement gives the City connectivity through a shared agreement and if the City gets a
dedicated fiber connection in the future, this will serve as a redundancy for the City.
Mayor Faust stated this agreement provides resilience for the City to operate in the event of any
interruptions and in the meantime it gives the City the ability to connect its liquor stores and
eliminate some landline costs. He stated this is a great example of the City's collaboration with
Roseville and the School District and residents are being well served by this agreement.
Motion by Councilmember Stille, seconded by Councilmember Jenson, to accept the Fiber Optic
Agreement between the City of St. Anthony and St. Anthony -New Brighton School District.
Motion carried unanimously.
C. Overnight Closure of St. Anthony Boulevard. Mark Casey, City Manager, presenting.
City Manager Casey presented a request for the mill and overlay of St. Anthony Boulevard to be
done outside of the City's regular working hours. He explained the Ordinance states that work
cannot start before 7:00 a.m. or after 9:00 p.m. and the contractor is proposing to block off the
road and perform the work overnight. He stated the contractor and City staff would coordinate
the closure with the cemetery and golf course and the contractor would be responsible for
installing advanced notification signage one week prior to the closure. He stated that City staff
believes the overnight work is a good way to accomplish the difficult process of closing down St.
Anthony Boulevard, which is in need of repairs and the closure will help facilitate completion of
the work over a short period of time.
Motion by Councilmember Gray, seconded by Councilmember Brever, to allow the overnight
closure of St. Anthony Boulevard and allow reconstruction to occur outside the working hours
established by Ordinance.
Motion carried unanimously.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey reported that the City's spring cleanup day on Saturday, May 2 "d, had 250
vehicles, up from 58 last year. He also reported the City has hired Nicole Miller as City Clerk.

2 Councilmember Brever reported on her attendance at the Family Services Collaborative Board
3 meeting on April 30'h and the City Council work session on May 4`"

5 Councilmember Jenson reported on his attendance at the spring cleanup day on May 2 "a. He also
6 reported on his attendance at the St. Anthony Community Center Advisory Council meeting on
7 May 7`" and the City Council work session on May 0.

9 Councilmember Stille reported on his attendance at the spring cleanup day on May 2nd and the
10 City Council work session on May 4` ".

12 Councilmember Gray provided an update on behalf of the North Suburban Communications
13 Commission and reported that the Comcast merger with Time Warner has been called off and the
14 Communications Commission is continuing to pursue a franchise agreement with CenturyLink.
15 He reported on his attendance at the VillageFest committee meeting on May l la' and stated there
16 is no golf tournament planned this year. He added the committee is looking for volunteers to
17 help and if interested, residents can send an email to StAnthonyVillageFest @gmail.com. He
18 also reported on his attendance at the spring cleanup day on May 2 "a

22 reported on his attendance at the May 12th MWMO board meeting and was pleased to announce
23 that the St. Anthony Village regional storm water treatment plant has been fully funded at its
24 estimated cost of $1,650,000 and should begin construction next month. He advised that the
25 MWMO Board also approved a contract with the Freshwater Society called Master Water
26 Stewards, a program based on the Master Gardeners program and MWMO will be providing
27 guidance to groups wanting to participate in sustainability activities and the program provides a
28 way for the public to get involved in understanding water issues.

Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust stated that a recent Met Council publication contains a picture of the City's water
reuse facility.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:49 p.m.
