Mayor Faust called the meeting to order at 7:00 p.m. 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: Mayor Faust; Councilmembers Brever, Gray, Jenson, and Stille. 16 Absent: None. 17 Also Present: City Manager Mark Casey. 18 Guest: Police Chief John Ohl, Sergeant Jon Mangseth, Officer Jeronimo Yanez. 19 20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 21 ITEMS. 22 23 I. APPROVAL OF THE JULY 28, 2015, CITY COUNCIL MEETING AGENDA. 24 25 Motion by Councilmember Jenson, seconded by Councilmember Brever, to approve the City 26 Council Meeting Agenda of July 28, 2015. 27 28 Motion carried unanimously. 29 30 I1. PROCLAMATIONS AND RECOGNITIONS. 31 32 A. Presentation of Night to Unite by John Ohl, Police Chief. 33 34 Police Chief Ohl introduced Sergeant Jon Mangseth and Officer Jeronimo Yanez to the Council. 35 36 Sergeant Mangseth made a presentation to the Council on the history and accomplishments of 37 Night to Unite. 38 39 Mayor Faust stated the Council is proud of their Police Department and the officers and thinks 40 the vast majority of people are supportive of the police. He understood it was very difficult to 41 keep their heads high but he wanted them to remember that the Council and City staff are there 42 for the officers and Police Department. He thanked the officers for all they do in the community. 43 44 Officer Yanez made a presentation to the Council about what the Police Department does. He 45 reviewed the services offered in the City through the Police Department. He noted the Citizen 46 Academy was a very popular service. 47 48 B. Proclamation for Night to Unite on August 4, 2015. 49 50 Councilmember Brever recited the Proclamation for Night to Unite on August 4, 2015. City Council Regular Meeting Minutes July 28, 2015 Page 2 2 Councilmember Gray stated he looked at the work officers have done and it is apparent to him 3 that this is more than just a job to them. He stated this has a great impact to their community and 4 he wanted to thank them. 6 Councilmember Stille thought this year the Night to Unite event would be very interesting 7 because of what has occurred throughout the Nation. He thought the support for the Police 8 Department has not only occurred from St. Anthony residents but from Falcon Heights residents 9 as well. He thought the community would be very receptive. 10 11 Mayor Faust stated it is amazing the demeanor of all three of the officers, the smiles, the 12 approachability, and how they always have that openness, which reflects well on the community. 13 He thought it was amazing how they taught children in the community and was moved and proud 14 to be a member of St. Anthony. He thanked the police officers and indicated the Council's 15 appreciation. 16 17 III. CONSENT AGENDA. 18 19 A. Consider July 14, 2015, City Council meeting minutes; 20 B. Consider licenses and permits; and 21 C. Consider payment of claims. 22 23 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve the Consent 24 Agenda items. 25 26 Motion carried unanimously. 27 28 IV. PUBLIC HEARING - NONE. 29 30 V. REPORTS FROM COMMISSION AND STAFF - NONE. 31 32 VI. GENERAL BUSINESS OF COUNCIL. 33 34 A. Second Quarter Goals. Mark Casey, City Manager, presenting. 35 36 City Manager Casey presented the second quarter goals update. 37 38 Councilmember Gray stated it seems like they never have a lack of things for staff to do. He 39 stated he was thankful for how Mr. Casey attacks these items, felt a lot of progress has been 40 made, and that Mr. Casey is doing a great job 41 42 Councilmember Stille stated there are items that are not on the update that staff has been working 43 on as well. He reviewed some of the items the City has been working on and thanked Mr. Casey 44 and the staff for their excellent work. 45 46 Mayor Faust thanked City Manager Casey and all City staff for their ongoing efforts. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. City Manager Casey reported that project management sheets are available at City Hall that provide information to the public about projects and what is going on in the City. Councilmember Brever stated she attended the Sister City Committee Meeting on July 19 and they will be at VillageFest to explain their program. Mayor Faust reported on his attendance at the farewell party for Mr. Jim Miller at the League of Minnesota Cities. He stated the new Executive Director would be Mr. Dave Unmacht who has been their facilitator at their goal setting sessions and has done a great job. He thought Mr. Unmacht will be a superb Director for the League of Minnesota Cities and he expects great things. VIII. COMMUNITY FORUM. Mayor Faust invited residents to come forward at this time and address the Council on items that are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda. IX. INFORMATION AND ANNOUNCEMENTS. Mayor Faust stated that VillageFest is July 31, 2015 to August 2, 2015. 24 X.
